The Houthis' unacceptable and illegal actions, which threaten freedom of navigation, are disrupting sea-borne trade through Port Sudan. Existing blockages to the delivery of humanitarian assistance including bureaucratic barriers, looting of supplies and attacks on aid convoys must stop. We continue to call on both sides of the conflict in Sudan to abide by their responsibilities under International Law, protect civilians and to grant immediate and unimpeded humanitarian access, so that aid can reach those who need it.
This has been a thoughtful debate and, I think, a united one, and I will endeavour to respond to as many of the points made as I can in the time I have.

No, no—I completely accept what my hon. Friend is saying. I am just pointing out that the reform made in relation to the Backbench Business Committee has eaten into that time.

My hon. Friend will understand that we would not give a running commentary to the House on the issue of sanctioning proscriptions ahead of making any such announcement, so I cannot give him an answer to that.

I will give way in a moment; I just want to finish dealing with the comments by the shadow Secretary of State. He also asked whether HMS Diamond will be replaced on the station. The answer is yes, she will be replaced by HMS Richmond, but he will accept, I...

My right hon. Friend was absolutely right to detect the supportive view of the Secretary of State for Defence.

My hon. Friend will have heard the Prime Minister’s words explaining what the strategy is and how we are implementing it, and I can tell him that the Foreign Office and the Ministry of Defence are perfectly joined in every sense in pursuing that strategy.

The use of the aircraft carriers, one of which is heading to a NATO exercise anyway, will be kept under review. If the assets that they would bring to bear on our central aims in this matter are appropriate, of course the right decision will be taken.

Perhaps both my hon. Friend and my right hon. Friend the Member for New Forest East (Sir Julian Lewis) will agree that, while it can be risky and dangerous to intervene, it can also be risky and dangerous not to intervene. Perhaps they would both agree on that point.

The UK is committed to ensuring the safety of shipping in the region, including through our contributions to the International Maritime Security Construct and Combined Maritime Forces. We regularly discuss issues, including regional security, in our bilateral engagements with Djibouti. These waters are vital routes for global trade and incidents like these show the importance of the Royal Navy's presence, including both HMS Diamond and Lancaster, in the region.

In 2013 the then Parliamentary Under Secretary of State at the Foreign and Commonwealth Office, Alistair Burt, announced a £2.25 million package supporting anti-piracy efforts in the Indian Ocean region. As part of this, £650,000 was allocated to Mauritius for the funding of a new courtroom facility equipped to handle piracy prosecutions. The announcement can be found on GOV.UK (https://www.gov.uk/government/speeches/uk-to-allocate-further-funding-for-work-against-piracy).
