I thank the Foreign Secretary for her answer, and for seeing the volunteers from the emergency rooms last week. We are advised that during his visit to the White House, Saudi Crown Prince Mohammed bin Salman asked President Trump to help stop the slaughter in Sudan and come up with a plan of action, and President Trump agreed to do so. As Sudan is a UK lead at the United Nations, will the Foreign Secretary ensure that this issue is on the agenda the next time the President and our Prime Minister have one of their telephone calls?

As Sudan is a UK lead at the United Nations, will the Foreign Secretary ensure that this issue is on the agenda the next time the President and our Prime Minister have one of their telephone calls?
I have already discussed Sudan on several occasions with US Secretary of State Marco Rubio, and I will continue to do so. We have further direct discussions on Sudan between other Ministers and other US envoys, because it has to be a central priority for the entire international community. Currently, neither side is accepting the US-led ceasefire proposals. We need continued pressure from all sides on the warring parties to sign up to the ceasefire, or even a humanitarian truce, so that we can get the talks started and get the aid in.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what steps she is taking to sanction (a) General Abdel Fattah al-Burhan and (b) Mohamed Hamdan Dagalo; and whether she plans to request that the International Criminal Court issue an international arrest warrant for them.

Since the outbreak of conflict in April 2023, the UK has frozen the assets of nine commercial entities linked to the parties involved in the conflict: five entities linked with the Rapid Support Forces (RSF) and four entities linked with the Sudanese Armed Forces (SAF). These sanctions were designed to press the parties to engage in a sustained and meaningful peace process, allow humanitarian access and to commit to a permanent cessation of hostilities. As a permanent member of the UN Security Council, the UK also supported the imposition of UN sanctions on two RSF generals for their crimes against civilians in Darfur in November 2024.
We do not speculate on future designations as it would undermine their effectiveness. The UK strongly supports the International Criminal Court's (ICC) active investigation into the situation in Darfur, including allegations of crimes committed since April 2023. The Prosecutor of the ICC is independent, but we welcome the conviction on 6 October of former Janjaweed commander Ali Kushayb for war crimes and crimes against humanity, carried out in Darfur between 2003-2004. This is a victory for accountability and shows that justice can be served no matter how many years ago the crimes took place.
The news overnight from El Fasher in Darfur is truly dreadful, with evidence of summary executions and undoubted ethnic cleansing. Given the pivotal role that Britain plays, as set out by the former Minister for Development, the right hon. Member for Oxford East (Anneliese Dodds), will the Foreign Secretary urgently review everything that we are doing, in order to prevent El Fasher from becoming another Srebrenica?

The right hon. Gentleman is right to raise the grave nature of this crisis and the seriousness of the violence taking place in El Fasher. I agree that we need to put on every possible pressure through both the United Nations and directly through the Quad. We need urgent action to get a ceasefire—the humanitarian truce called for by the Quad—as well as humanitarian aid and the crucial protection of civilians in place. He will know that the UK doubled aid for Sudan and has continued to protect that, but the aid is unable to get through as long as this terrible fighting is taking place.

The UK has been a longstanding and major humanitarian donor to Sudan with £226.5 million allocated in the financial year of 2024/25 towards the crisis. In his statement to Parliament on Defence and Official Development Assistance spend, the Prime Minister made clear that Sudan would remain a humanitarian priority. The Prime Minister is committed to returning 0.7 per cent spending when fiscal conditions allow. The ongoing obfuscation of relief operations by Sudan's warring parties is imperilling millions of people. More funding is required from across the international community. However, without a step change in access the already dire situation will drastically deteriorate.

Two-thirds of states in Sudan are experiencing more than three different disease outbreaks, which are exacerbated by the widening climatic shocks. In response, the UK is supporting United Nations International Children's Emergency Fund (UNICEF) and others who are delivering lifesaving emergency health interventions including cholera vaccines, treatment, and prevention. Specifically, we are also contributing to an ongoing cholera vaccination campaign in Kosti and Rabak, targeting one million people. UK aid is also addressing related needs across the region given the cross-border risks of Sudan's cholera outbreak. We continue to urge all parties in Sudan to facilitate humanitarian access so that aid reaches those most in need.
