To ask the Secretary of State for Defence, what steps his Department is taking to ensure that Child Maintenance Service payments and Child Support Agency collections are made; and if he will make a statement.
As an employer, the Ministry of Defence (MOD) takes its duties in recovering child support maintenance very seriously. The MOD has a Memorandum Of Understanding (MOU) with the Child Maintenance Service (CMS) to facilitate the direct deduction of child maintenance payments from the pay of non-resident parents who are Service personnel.
Where a parent asks the CMS to help obtain appropriate child support from a Service person, the MOD will assist the CMS in engaging with the Service person and will implement any Deduction from Earnings Request submitted by the CMS. This mechanism can also be applied to Service pensions and civilian pay.
The only exception is when the Service person is in an operational zone. Under the terms of the MOU, if a Service person is committed to operations, their Commanding Officer may delay any engagement with the CMS until the non-resident parent is in a position to consider any papers that the CMS may send them and respond appropriately.

The armed forces covenant had, of course, the full support of Her Majesty’s Opposition, but does the Minister accept that this is still very much a work in progress? Not all local authorities understand it. Only last week Essex county council refused to continue a support package for the needs of one military family moving with their child from another part of the country.

The hon. Gentleman makes a good point and I have to say my own county council in Nottinghamshire did not understand the covenant when it came to a soldier constituent of mine coming down from Catterick who needed to have a place for his child. I reminded the county council of the covenant. That is the sort of work that local MPs can do when these cases come to us through our casework. It is about making sure we share best practice. There is masses more work to be done, and it would be nice to think I might be able to continue after 7 May, Mr Speaker, but that takes us into different territory.

In June 2007, the then Minister for the Armed Forces, Adam Ingram, visited the Falkland Islands.
In November 2011, Philip Dunne MP and I visited the Falkland Islands, during which time we visited the military base at Mount Pleasant. Whilst not in Ministry of Defence Ministerial positions at the time, we both subsequently joined the Department the following year.

It is not the case that Armed Forces personnel in the Falkland Islands do not receive free wifi. Cards providing 100 minutes of wifi internet access are issued at no cost to Armed Forces personnel. The number of cards received is dependent on tour length as follows:
up to nine months tour - one card a week
nine to 12 months tour - two cards a week
12 months plus unaccompanied - four cards a week
In addition to the cards, an internet cafe is available where personnel can access up to 45 minutes of Skype and internet browsing time per day.
Location, capability and security can provide challenges in the provision of the internet to Armed Forces Personnel based overseas.

I do not agree with my hon. Friend. Medals are for specific campaigns and acts of gallantry, and rightly so. In this instance, therefore, we will have to disagree.

The armed forces covenant had all-party support, and we should remember that. The Minister referred to local government. The hon. Gentleman makes an interesting and good point. He has asked a couple of questions in one, and I hope to answer them as fully as I can. It is delivery that is important, which means that all our Departments have to sign up to it, but of course, they can play a part in delivering the corporate covenant as well. However, there is more that we can do, and we have to get the message out across the NHS and through the devolved Administrations. If we all do that—if I may say, working together to ensure that—we can absolutely deliver on the covenant in the way we want.

There are currently 926 Service Family accommodation properties in Colchester. On 30 September 2014, 124 of these were unoccupied.
Of these 124 unoccupied, 50 were three-bedroomed and 29 were four-bedroomed properties.
The Ministry of Defence always maintains a management margin of vacant properties, in order to ensure that properties are available for incoming families and to allow for essential maintenance.
36 of the 124 properties have since been allocated to families. They are due to move in these in the near future.

The Ministry of Defence (MOD) is firmly committed to reducing its energy consumption across the Estate. Data about the proportion of lighting on the MOD estate which is LED is not held centrally. However, under the Energy Spend-to-Save programme, which was developed following the 2010 Strategic Defence and Security Review, £32.5 million was spent on lighting projects at approximately 160 sites. The majority of these projects were the replacement of existing lighting with LEDs. Altogther the projects are expected to generate an enduring saving of around £15 million each year.
The anomaly is not acceptable, because post-1945 war graves have not been maintained by the Commonwealth War Graves Commission. I would suggest that this is in breach of the armed forces covenant. If there is a will, there is a
way. The CWGC should be allowed to take over and maintain those graves of military personnel who have died since 1945.
