Daesh's ability to direct, enable and inspire attacks continues to represent the most significant global terrorist threat, including to the UK, our people and our interests overseas. The threat emanating from camps and detention centres in north east Syria is particularly acute. We continue to work with our international partners, notably through the Global Coalition Against Daesh, to tackle the insurgencies in Iraq and Syria, prevent Daesh's resurgence and further degrade its network. We continue to monitor developments in the region very closely.
That this house urges the UK Government to formally recognise the Daesh atrocities against the Yazidis, Christians and other religious or belief minorities in Syria and Iraq as genocide; understands that it is the long-standing policy of the UK Government not to make determinations of genocide but to leave it for competent courts; notes that on 30 November 2021 a criminal court in Frankfurt, Germany, convicted an Iraqi national for his involvement in genocide, crimes against humanity and other crimes; also notes that on 27 July 2022 the Higher Regional Court of Hamburg convicted German Daesh member Jalda A of aiding and abetting genocide as well as of crimes against humanity and war crimes for the enslavement and abuse of a young Yazidi woman; acknowledges that a criminal court is, in the view of the UK Government, a competent court to make determinations of genocide; and in light of the above renews calls to the UK Government to formally recognise the atrocities committed against the Yazidis, Christians and other religious or belief minorities in Syria and Iraq as genocide.

The Yazidi community has suffered immense pain and loss as a result of the abhorrent crimes inflicted by Daesh/ISIS. The UK advocated strongly for the passing of the Yazidi Survivors' Law (YSL) in March 2021 and continues to advocate for and fund the work of the Directorate of Yazidi Affairs, which is responsible for securing reparations and justice for survivors. The British Embassy Baghdad has engaged specifically on extending YSL to children born of ISIS sexual violence, lobbying political parties, religious leaders and government stakeholders on the issue. We are working to ensure that after a new Iraqi government is formed, the High Committee of Community Peace will go ahead with planned dialogue aimed towards addressing this issue.

That in April 2016 this House recognised the Daesh atrocities against religious minorities, Yazidis, Christians, and other religious minorities in Iraq and Syria as genocide under Article II of the UN Convention on the Prevention and Punishment of the Crime of Genocide; notes the UK Government's long standing policy that genocide determination is a matter of competent courts, including domestic criminal courts; and notes the German criminal court's verdict of 30th November 2021 finding a Daesh fighter guilty of genocide and crimes against humanity; and calls on the Government to formally recognise the Daesh atrocities against Yazidis, Christians and other religious minorities as genocide and take further steps to ensure justice, including by leading efforts to establish an international mechanism to prosecute the perpetrators.

We support the unity, sovereignty and territorial integrity of Syria and engage regularly with our US partners. We work closely with the US in support of our ongoing priorities of defeating Daesh and reaching a political settlement to the conflict. The Syrian Democratic Forces continue to make an important contribution to counter-Daesh efforts.
We support an inclusive political process to achieve a political settlement that ends the conflict and protects the rights of all Syrians including Kurds. The UK believes that Syria's future constitutional arrangements should be resolved through an inclusive political process under UN auspices in line with Security Council Resolution 2254.

As part of the Coalition, UK air power has played a vital role in the success of the counter Daesh operations in Iraq. The Coalition has destroyed thousands of Daesh targets, interdicting resupply and reinforcement efforts, preventing Daesh's ability to counter attack.
UK teams have helped train over 75,000 Iraqi Security Forces, increasing their capacity to defeat Daesh. The UK will continue to develop a committed security partnership with Iraq, assisting with building the capacity of their armed forces.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps his Department is taking to assist the UN inquiry on genocide against Yazidis in Iraq.
There is a growing body of evidence that Daesh has committed appalling crimes against minority communities in Iraq, including Yezidis, and we are working with our international partners to ensure that those responsible are held to account. On 21 September 2017, the UN Security Council unanimously adopted the UK-drafted Daesh Accountability Resolution 2379, co-sponsored by 46 Member States, including Iraq. The resolution calls for the UN Secretary General to establish an Investigative Team to collect, preserve and store evidence of Daesh crimes, beginning in Iraq. The team will be led by a Special Adviser with a mandate to promote the need to bring Daesh to justice across the globe.

Iraqi Prime Minister Abadi announced on 23 January that East Mosul had been cleared of Daesh. Preparations are now underway for the next phase, clearing Daesh from West Mosul. We welcome progress made by Iraqi forces in Eastern Mosul which marks another step towards defeating Daesh. Clearing Daesh from Mosul, after two years of brutal rule, is the greatest challenge that Iraq's Security Forces have faced to date. We have always been clear that this is a fight that will take time and patience.

The UK has pledged over £2.3 billion in response to the Syria crisis and since June 2014, has committed £169.5 million in humanitarian assistance to the crisis in Iraq.
Through the United Nations' Iraq Humanitarian Pooled Fund, UK aid is providing life-saving maternal and child health-care, child protection services, and specialised support for escapees of Daesh terror. We are also supporting the implementation of Iraq's National Action Plan on Women, Peace and Security focusing on capacity building and support for victims of gender-based violence.
We have provided £7 million for projects in Syria, including capacity building for gathering evidence of Sexual Violence and other Human Rights violations and advocacy work. In 2015-16 the UK assisted 135,627 people (adults and children) in Syria with psychosocial support.
