My Lords, as the Secretary of State said in Committee, the Government believe that Royal Mail’s employees should be incentivised to deliver modernisation in the business and improved performance. As I said in Committee, Royal Mail’s workers are the backbone of the company, so where those employees contribute to business...

I am happy to provide the answer under this group of amendments. The Government are committed to ensuring that we have the controls over a Royal Mail company that the ownership of the majority of the shares brings. The noble Lord will be aware of the technical definition that determines...

I can certainly commit to rereading the Hooper report many times between now and Royal Assent, and indeed well into the negotiations of the strategic partnership. Richard Hooper considered the not-for-profit and not-for-dividend models and concluded that they were not appropriate for Royal Mail; they might have been more appropriate...

I am grateful to my noble friend Lord Lea. I was interested in the philosophical points that he raised about the social democratic model but, if I may, I will stick to discussing the amendments at hand and the more specific points that he made. My noble friend asked for...

I welcome the amendment, not because I believe that it is necessary but because it provides a welcome opportunity to explain some of the proposals in detail. I say in response to the question of the noble Lord, Lord Hoyle, that the strategic partner is invited to look at Royal...

I think that that is a clear and complete misrepresentation of what I have said. I said that the Government will have greater control rights than the partner. Indeed, I said that they would have the majority voting rights, which involves the majority rights in terms of the appointments of...

I was of course answering the question of the noble Lord, Lord De Mauley, about the partnership with the strategic partner. In that context, I was providing an answer about that partnership. My noble friend has already made his points about workers’ representation on the board. We have explained our...

I am a little unclear whether my noble friend is suggesting that the partnership should be with Royal Mail Holdings, which would then mean that the partner would own shares in Post Office Limited. I am sure that is not his intention.

Perhaps we could clarify this separately. I would be very happy to have a meeting to discuss this, because it is clearly a confusing issue.

My right honourable friend the Minister of State for Employment Relations and Postal Affairs (Pat McFadden) has made the following Written Ministerial Statement. Further to my right honourable friend the previous Secretary of State’s announcement on 16 July 2007 (Official Report, col. 1WS) regarding the planned sale by British Nuclear...
