That this House condemns the reported activities of Mr Abdullah Azad of the Welfare Centre in Manchester as set out in The Observer of 22nd November, which alleges that Mr Azad offered to supply forged United Kingdom passports for the payment of a fee and urged persons whose immigration status was in question to apply for asylum, thereby lengthening the queue for legitimate applicants; believes in the absence of any indication from Mr Azad that he intends to sue for defamation, that the newspaper report is true; calls on the police to investigate the matter fully with a view to bringing charges; considers that immigration and asylum advisers and solicitors who act unlawfully should be brought to book; and urges the Government to take urgent action to regulate immigration advisers.

That this House welcomes the National Audit Office report, Financial Control of Payments Made Under The Training For Work and Youth Training Programmes in England; believes that this report fully confirms allegations made concerning the fraudulent use of training certification by training organisations; notes that the National Audit Office inquiry was initiated following a complaint by the honourable Member for Workington into the fraudulent activities of JHP Training in the Workington constituency which included forged certification, claiming for phantom trainees and falsification of attendance records; further notes that the National Audit Office report states that to avoid the risk of prejudicing the outcome of possible legal proceedings under consideration by the police the report does not include details of the JHP case; and notes that the report nevertheless points to the repayment of monies by JHP to Cumbria TEC following the identification of problems in JHP's Cumbria operations.

That this House notes the case of Paul Hamilton of Barrow in Furness; notes that Paul Hamilton is yet another innocent victim of JHP training; believes that JHP fraudulently produced an assessment sheet falsifying information as to training that did not take place; notes that this fraudulent document was submitted to Cumbria TEC who, having made payments to JHP, were subsequently alerted by people in Barrow to irregularities; notes that Cumbria TEC once again took an early decision to carry out an investigation; notes that in an attempt to cover up the abuse of taxpayers' money a representative of JHP pursued Paul Hamilton's employers for signatures on time sheets; congratulates this employer for his honesty and integrity in refusing to become part of what in effect is a criminal offence; believes that pressure being exerted by senior JHP personnel on JHP's operating centres leads to questionable professional standards; believes that a national NVQ system that rewards training agents with lump sum completion payments on certification invites fraud unless adequately monitored; and believes that the NAO should undertake full and comprehensive inquiry into NVQ training as inadequacies in systems are proving immensely frustrating for the many thousands of honourable and decent people who work in training nationally and in JHP centres throughout the country.
