To ask the Secretary of State for Education, what assessment he has made of the potential effect of the (a) Adoption and Children (Coronavirus) (Amendment) Regulation 2020 and (b) relaxation of regulations in respect of children in residential care on child victims of trafficking and children at risk of exploitation.
To ask the Secretary of State for Education, what assessment he has made of the potential effect of the (a) Adoption and Children (Coronavirus) (Amendment) Regulation 2020 and (b) relaxation of regulations in respect of children in residential care on child victims of trafficking and children at risk of exploitation.
The safety of vulnerable children remains paramount for the government during the COVID-19 outbreak which is why the vast majority of statutory duties remain unchanged. The Regulations allow some temporary and limited flexibility to be used when absolutely necessary, with oversight by senior management, and must be consistent with the overarching safeguarding and welfare duties that remain in place.
The amendments do not reduce or remove any responsibility that local authorities have towards children, nor should they be at the expense of the rights and protection of children in care. The duties on local authorities and providers to report their decision-making remains the same.
Ofsted inspections continue where there are safeguarding concerns, and new regional education and children’s teams are working around the country to improve our understanding about the risks facing children and local authority and wider multiagency partners’ response to those risks. We continue to work with the Home Office to protect children at risk of exploitation or trafficking.
The Regulations will expire on 25 September unless extended and we are committed to continuously reviewing them, with feedback from stakeholders, so they will remain in place only as long as they are needed.

To ask the Secretary of State for Education, how many children the Government plans to support through the Tackling Child Exploitation Support programme.
The Tackling Child Exploitation Support Programme will include support for local safeguarding partners - the police, health and the local authority - to develop and deliver a strategic response to extra-familial harms and child exploitation. The police force(s) in any safeguarding partnership will be responsible for ensuring that any intelligence gathered during safeguarding activity in that area is used to disrupt organised crime gangs involved in grooming.
The Tackling Child Exploitation Support Programme will not be focussing directly on individual children and young people - it has been contracted to provide support for partners in local areas with safeguarding responsibilities to develop their capability to provide a better safeguarding response for children in their area. There are many organisations already providing valuable support for direct practice with children and young people and the support programme will signpost local partners to them.

DWP is committed to providing the best possible support for all our claimants, including the most vulnerable in society. We are continuously reviewing and improving the service for vulnerable people to ensure that it is accessible and responsive to their needs.
Specific training and guidance is provided for all staff on working with different vulnerable groups. This includes developing the skills they need to support and communicate with a diverse range of customers.
All DWP staff have access to the ‘Safeguarding Vulnerable People’ guidance, which highlights the importance of having arrangements in place which assist in the protection of vulnerable adults and children from physical abuse, sexual abuse and exploitation.
To assist with identification and claimant support, each Jobcentre Plus site has a complex needs toolkit in place and these are maintained and reviewed locally.
Additionally, Jobcentre staff have access to a District Provision Tool which provides access to the full range of provision and support delivered by DWP, providers, local authorities and independent volunteer/charity organisations. However, if Work Coaches are unable to identify local provisions that meets the needs of the claimant, they liaise with DWP Partnership Managers, who have the flexibility to work alongside local organisations to source appropriate provision helping our most vulnerable, at risk, claimants to access the support they need.
We have also been closely engaging with key stakeholders on a range of topics and we will continue to work closely with them on improving our services, policies and support for victims of abuse.
