That this House notes the Home Office's long track record of delay, maladministration and poor quality decision-making while implementing increasingly harsh anti-immigrant policies; deplores the cruel and grossly unfair treatment of Commonwealth citizens legally resident in the UK, including denial of NHS health care, dismissal from employment, arbitrary detention under Immigration Act powers, threat of removal from the UK and destitution; believes that such mistreatment is a direct result of deliberate policies, and in particular the then Home Secretary's creation of a hostile environment under the Immigration Act 2014, which places an unreasonable onus on individuals to produce often long lost evidence of residence; deeply regrets the failure of the then Home Secretary to act upon policy recommendations set out in the October 2014 Legal Action Group report Chasing Status, which included establishing a specialist unit within the Home Office to deal with Windrush Generation cases; commends the work of the Joint Council for the Welfare of Immigrants, Praxis Community Projects, the Refugee and Migrant Centre and others in supporting individuals stripped of their legal rights; welcomes the current Home Secretary's belated acknowledgement that the Home Office has become too concerned with policy and strategy and sometimes loses sight of the individual; and calls on the Government to establish an independent commission to review Home Office policies and practice, their impact on black and minority ethnic communities and how they might be reformed to improve fairness and efficiency.

That this House notes the lack of long-term support offered to victims of modern slavery; recognises the risk of victims being re-trafficked if they do not have a secure pathway to adequate levels of support, including a period of leave to remain; regrets the missed opportunities to convict more perpetrators of modern slavery crimes because victims' personal circumstances leave them unable to engage with law enforcement agencies; and calls on the Government to provide victims of modern slavery with the option of 12 months' support and assistance including leave to remain following a positive conclusive grounds decision.

That this House welcomes the announcement of the doubling of UK exports to India, increasing trade and developing economic relations; acknowledges the importance of the UK and India's long-term historical, cultural and business ties, and celebrates the positive relationship between the two countries; notes that the Government's hosting of the 2018 Commonwealth Heads of Government Meeting is a golden opportunity for building stronger ties with India; further notes that tourists from India contributed £432 million to the UK economy in 2016; expresses support for increasing mobility between the two nations; believes that simplifying the visitor visa application process to make it easier and more attractive for people from India to visit the UK is a crucial part of developing this bilateral relationship; and urges the Government to support the Royal Commonwealth Society's campaign to have the special UK-China bilateral visitor visa pilot extended to India, to boost tourism and trade and support diplomatic relations.
