For people who tested positive for COVID-19 but did not have symptoms, it is difficult to know when the period of infectiousness started. Someone without symptoms may have been tested at any point between the start and end of their period of infectiousness. Advice from Public Health England, taking into account operational, clinical and other factors, is that the highest risk period for contacts is most likely to be two days from the test date, this is in line with standard contact tracing practice. The NHS COVID-19 app has therefore been updated to look back two days from the positive test date for contacts of cases who had no symptoms. This change strikes a balance between protecting public health and reducing potential social and economic disruption. The anonymous nature of the app means it is not possible to robustly calculate what impact this change will have, however we are confident this will significantly reduce the number of low-risk contacts being advised to self-isolate.

Fully vaccinated individuals who are alerted by the NHS COVID-19 App on 15 August that they are a contact of a confirmed case can leave isolation from 16 August. The App will provide updated advice for those identified as contacts from 16 August. As cases continue rising it is vital that people are aware of their personal risk so that they can make informed decisions on their behaviour to protect those around them. The NHS COVID-19 app is doing exactly what it was designed to do - informing close contacts of someone who has tested positive for COVID-19 that they are at risk and advising them to isolate. Our communications campaigns and messaging across government reflects the latest scientific advice about the importance of self-isolation. The NHS COVID-19 app continues to be an important tool in response to the pandemic.

NHS Test and Trace has built in flexibility within its contracts to adjust capacity which includes surge testing through mobile testing units; door-to-door testing, increasing supplies of test kits; increased laboratory processing capacity; enhanced contact tracing; walk in vaccine clinics; and increased communications to drive vaccine uptake.
We have provided local authority public health teams with additional funding through the Contain Outbreak Management Fund to support their local efforts in managing COVID-19 transmission and outbreaks to deliver interventions such as targeted testing for hard-to-reach groups; additional contact tracing; enhanced communication and marketing; and additional support for compliance and enforcement. We expect local authority Chief Executives to work in coordination with the Director of Public Health to determine the necessary activities.

Data on the number of daily downloads of the NHS COVID-19 app are held by the Department and since February 2021 this data has been published weekly. There have been over five million downloads of the app since January 2021 and this information is available at the following link:

NHS England is currently adapting these tools for open access and will make them available to anyone who visits the ‘Your COVID Recovery’ site.

The full range of responsibilities delivered by NHS Test and Trace are being transferred into the United Kingdom Health Security Agency (UKSHA). As NHS Test and Trace transfers into UKHSA, we are planning against a range of scenarios for the trajectory of the pandemic and assessing the appropriate test, trace and self-isolation response. We anticipate testing, tracing and self-isolation requirements to reduce as prevalence reduces. The UKHSA will be fully functional by 1 October.

Primary Care Support England (PCSE), a service operated by Capita on behalf of NHS England and NHS Improvement, implemented a new general practitioner payment and pensions system, PCSE Online, on 1 June 2021. Since June the new payments system has successfully processed over 187,000 payment lines, totalling £970 million. Payments to general practice are made on a set schedule in line with contractual deadlines and NHS England and NHS Improvement has advised that all expected payments have been made, including any corrections that were made in-month to ensure that all contractual deadlines were met. PCSE has advised that it continues to work with stakeholders to monitor the new system and address any issues.

It is not a legal requirement to report the results of lateral flow tests taken at home. Users of the COVID-19 app are encouraged to enter their positive test result by using a one-off code. If this code is not used within 24 hours a reminder is sent.
