I am well aware of that family-run business, and I share its concerns. My hon. Friend speaks well for them, and it is a point that I wish to make. How do the Government protect competition in the market to make sure that smaller funeral providers and funeral plan providers...

I thank the hon. Lady, who is a doughty campaigner in this area, for her intervention. It should go without saying that she has done a great deal, particularly on children’s funerals, and I commend her for her work. She is absolutely right. There is a potential gap, with the...

I absolutely agree with the hon. Gentleman, who raises an important issue. He might be aware that the Scottish Government are doing some work in this regard to set up a funerals regulator, part of which will
be looking at the practices of funeral directors. I believe—I will turn to...

To ask the Chancellor of the Exchequer, what effect the Competition and Market Authority’s proposed extension of the scope of its funeral market investigation to consider the delivery of funeral plans will have on the timing of HM Treasury’s response to its consultation on funeral plan regulation.
To ask the Chancellor of the Exchequer, what effect the Competition and Market Authority’s proposed extension of the scope of its funeral market investigation to consider the delivery of funeral plans will have on the timing of HM Treasury’s response to its consultation on funeral plan regulation.
HM Treasury has analysed the submissions to the call for evidence on pre-paid funeral plans and is currently reviewing the available policy options.
The response to the call for evidence will be published in due course.

It is a pleasure to take part in the debate with you in the Chair, Mr Streeter. I congratulate the hon. Member for South Shields (Mrs Lewell-Buck) on securing this important debate, and on the way she presented her argument. I pay tribute to her for the work that she...

I appreciate that intervention. Clarification is also required in the context of the funeral plan market. The criticism and the furore about consumer rights issues in relation to funeral plans has in part been about that very issue—what people should expect the plan to pay for. Many people have redeemed...

On that point, the Minister will recognise that in Scotland there are moves afoot to change that situation, and the regulation of funeral directors will ensure that it can no longer be the case; that is my understanding.

The benefit is to be devolved to Scotland and rolled out next year. We are looking at eligibility for funeral payments but it is still to be firmed up. Is the Minister considering the eligibility criteria concerning those relatives who have the capacity to pay but with whom the next...

To ask Mr Chancellor of the Exchequer, with reference to section 3.1 of his Department’s consultation entitled, Pre-paid funeral plans: call for evidence, published in June 2018, what the evidential basis is for the statement that the current framework of self-regulation in the funeral plan sector is not sufficient.

The Funeral Planning Authority regulates 95% of the market. The FPA reviews registered providers’ compliance with its code of practice and has the power to terminate membership or levy a fine of up to £5,000 should a firm fail to adhere to its principals. These powers have never been used. Moreover, the voluntary nature of the FPA’s jurisdiction means it cannot prevent firms from trading, and that some firms are currently operating outside of regulation entirely. Where things do go wrong, consumers do not have access to adequate redress or arbitration services.
HM Treasury has conducted meetings with several market participants who have indicated that the current framework of self-regulation is insufficient. Citizens Advice Scotland and Fairer Finance have published reports which analyse the pre-paid funeral plan market. The reports highlight numerous failings in the sector including a lack of clarity for consumers and high pressure and misleading sales activity.

HM Treasury has engaged extensively with the Financial Conduct Authority through a variety of channels in the run up to launching the Call for Evidence on the pre-paid funeral plan market.

That this House notes that approximately 5,000 infants and children pass away each year in the UK; further notes that the cost of children's funerals imposes a significant and unexpected financial burden on bereaved parents; recognises that some local authorities, as well as religious officiants and undertakers, currently waive all or a proportion of the fees associated with children's funerals; further recognises that many individuals, community groups and schools undertake fundraising to cover such funeral costs; acknowledges that the total annual cost of fees associated with children's funerals is £10 million; and calls on the Government to establish a specific fund, from which local authorities can draw, to pay the costs associated with children's funerals.

That this House notes with concern that value added tax is applicable to the erection and maintenance of memorials to the deceased; considers this to be an unnecessary and insensitive tax on the bereaved and those who wish to honour the memory of loved ones; observes that a tax refund for charities and faith groups for the erection of memorials has been in place for some years now in the form of the Memorial Grant Scheme; calls on the Government to extend the scheme to all memorials; and urges the Government to raise at European level the possibility of abolishing such taxes altogether.
