The English Devolution White Paper sets out how Local Growth Plans will galvanise action and investment, including through setting out a pipeline of investment opportunities for strategic authorities. Adopting a Local Growth Plan will be a duty conferred on combined authorities as soon as the English Devolution and Community Empowerment Bill receives Royal Assent, so we encourage all councils in the Devolution Priority Programme to use the guidance we’ve provided to develop their growth plans. In the interim period between the establishment of the Mayoral Strategic Authorities in the new year and inaugural mayoral elections, we will provide the authorities with a portion of their investment funds to ensure they can start delivering on key local priorities and deliver the benefits of devolution on the ground ahead of the Mayors taking office.

I would like to thank Professors Copus and Leach for their analysis of the short and long-term history of English local government reform, which my officials are considering. The department has not made an estimate of the reduction in the number of councillors from local government reforms. It is important that councils have the right number of members to achieve the strategic, decision-making and representative roles of the authority. As I set out in my answer to PQ 26697 on 4 February 2025, my department is liaising closely with the Local Government Boundary Commission for England (LGBCE) so that they are involved at the appropriate time to ensure fair electoral arrangements across the area of any new unitary local authorities.
My hon. Friend will know that, for the right reasons, we have put a significant amount of energy and time into meeting parliamentarians from across the House to discuss those local issues. Absolutely, we will meet; that will probably be the sixth meeting that we have had with Cornish MPs on this issue. We understand, respect and are investing in the Cornish identity, but we also need to ensure that the devolution agenda moves on at pace and that every part of England can realise its full potential. I am more than happy to meet on that basis.

Meur ras, Mr Speaker. Cornwall is desperate to access the highest level of devolution, but because of our national minority status, Cornwall cannot and will not join a mayoral combined authority. Before this House is asked to vote on a devolution Bill that discriminates against the people of Cornwall, will the Secretary of State meet me and colleagues to discuss a Cornwall-only devolution deal?

To ask the Secretary of State for Housing, Communities and Local Government, which government funding streams have been available exclusively to Mayoral Combined Authorities since January 2024; and what assessment he has made of the potential impact of this on areas without a devolution deal.
Most government funding streams delivered by Mayoral Combined (and Combined County) Authorities (MC(C)As) in England are devolved from national government. In areas where there is not yet a Combined Authority in place, national government continues to oversee these funds.
Several ongoing funding streams are targeted only at MC(C)As in England, but in certain circumstances are paid to a broader range of recipients including in the Devolved Administrations or local authorities.
Funds in England exclusive to MC(C)As include:
- Investment Funds (also known as ‘Gain Share’), which were agreed through Devolution Deals and support multiple themes including transport, infrastructure, skills, culture and enterprise & innovation within MC(C)As.
- City Region Sustainable Transport Settlements (from 2022-2027; 8 MCAs were eligible). From 2027-2032 9 of the current 13 MCAs are eligible for its successor, the Transport for City Regions fund.
- The Department for Transport also provides a small number of grants to a subset of Mayoral Combined Authorities for the purposes of supporting transport networks specific to these areas; these grants generally pre-date current devolution arrangements.
The government has not commissioned analysis on the impacts of devolved funding to those without devolution agreements in England.

As set out in the English Devolution White Paper, Strategic Authorities will play a central role in the government's long term strategy for delivering housebuilding across England. All Strategic Authorities will be empowered to develop Spatial Development Strategies. These strategies, which identify strategic growth locations and the infrastructure needed to facilitate housing growth, will align housing with infrastructure, prioritise social and affordable housing.
We will also grant Mayors powers to intervene in strategic planning applications to support large-scale housing developments, and to raise a Mayoral Community Infrastructure Levy to fund the infrastructure required to unlock housing. Established Mayoral Strategic Authorities will receive funding for local priorities through the integrated settlement, and be held to account for local delivery through an outcomes framework.

Decisions on council tax levels will be taken by new councils. Where new councils inherit different levels of council tax from their predecessors, legislation provides for them to be harmonised for up to seven years. The Secretary of States determines referendum principles each year to ensure residents have the final say over excessive increases. Council tax referendum principles are set on an annual basis and no decision have been taken about the principles for future years.

The funding and delivery of local services provided by local authorities including Lancashire County Council is separate from the Lancashire Combined County Authority. There have therefore been no discussions about the financial sustainability of local services in relation to devolution. We are continuing to work with Lancashire Combined County Authority to deepen their existing devolution agreement and, dependent on their ongoing governance review, we will explore a path towards mayoral devolution for the region.
