Ordnance Survey is a public corporation, operating on a commercial basis. Ministers meet regularly with the leadership of Ordnance Survey to discuss how the company can support the Government’s priorities.
Ordnance Survey makes its authoritative geospatial data available to the public and private sectors, including individuals, directly and through commercial partners. A free version of the OS Maps app, which uses data that Ordnance Survey makes available under Open Government Licence, is used by over a million people every month. The premium subscription provides additional features and has over half a million active subscribers. It is already freely available to key users such as Mountain Rescue in Scotland, England and Wales.

The Government has launched a Digital Commercial Centre of Excellence, containing experts from the Digital and Commercial Functions, within the Government Digital Service (GDS) in my department. It is pursuing multiple strategies to improve value for money and outcomes including central buying of commodity services, development of a digital sourcing strategy, creation of technical enablers and joined-up management of strategic digital suppliers.

Government procures software via a number of agreed frameworks which are tendered via the Crown Commercial Service and are awarded under the relevant procurement regulations. The introduction of the new procurement act 2023 will provide government with an ability to consider how such services are contracted in the future.
The creation of the Digital Commercial Centre of Excellence is overseeing the development of sourcing/category strategies to co-ordinate how we shape demand, drive down usage and optmise the way such assets are used. This work is currently underway.

The Competition and Markets Authority launched a Strategic Market Status designation investigation in January on both Apple and Google’s position in mobile ecosystems. This investigation is independent to Government and will also include the consideration of in-app purchase fees and conditions. The CMA have consulted on the scope of this investigation and is gathering evidence before publishing a provisional Strategic Market Status designation decision in July.

As part of that procurement process, all companies were required to provide a variety of information, including details of their expertise in managing technology projects and ensuring compliance with UK GDPR and security measures.

This government has set an unprecedented mission to halve violence against women and girls in a decade. The Online Safety Act forces in scope services to reduce the risk of illegal content being encountered on their services. Platforms must focus on ‘priority offences’, including content which amounts to stalking and must reduce the risk of priority offences being committed on their services.
Ofcom is the regulator for this new regime, and it will have extensive enforcement powers to take action where companies do not comply with their new duties.

The point I was trying to make was that Ofcom is spending time ensuring that it gets the codes right and can implement them as soon as possible, without being delayed by any potential challenge. To avoid any challenge, it must ensure that it gets the codes right.

To ask the Secretary of State for Science, Innovation and Technology, how much public money has been allocated for the development and maintenance of the AI tools (a) Scout, (b) Connect, and (c) Humphrey; and from which departmental budgets those funds have been drawn.

One of the functions of the new Government Digital Service is to incubate AI products and scale them into cross government services. As part of this funding for the development of Connect and Humphrey will come from the budget of the Incubator for Artificial Intelligence, which sits within DSIT's overall operating budget.
The level of funding is subject to the department’s settlement at Spending Review. Currently other departments are not charged for use of these tools, though the department will determine an appropriate operating model on finalisation of the Spending Review. Following a handover of the tool, future budgetary decisions for Scout will belong to the Infrastructure and Projects Authority.

The UK has a strong open-source ecosystem, which has helped drive innovation and distribute the benefits of technology widely.
The AI Opportunities Action Plan outlines how the government will maximise the potential for AI, including its support for open-source development. This includes the government's agreement to support open-source solutions when procuring AI models and other software for public sector use where appropriate. As a result, we are working closely with and engaging the open-source community to benefit from open-source innovation through appropriately sourced models and other technical solutions.
The principles of being open and using open source has been part of the Government's Technology Code of Practice for some time, and continues to be one of our core principles.

The Incubator for Artificial Intelligence (i.AI), which is part of the Government Digital Service, developed these tools. i.AI maintains Connect and the Humphrey GovAI toolkit. Scout will be maintained by the Infrastructure and Projects Authority.

We recognise there may be value in government documents, such as the digital driving licence, being available through private sector wallets that have been certified as part of the government's Digital Identity and Attributes Trust Framework. There are no current plans but we are open to exploring this in the future. Currently, Apple, Google and Samsung Wallets are not certified, but may choose to become so in the future.

The Generative AI Framework provides general guidance for civil servants using AI tools. The government is, in addition, currently evaluating Microsoft 365 Copilot via a formal experiment, the findings of which will feed into future guidance for civil servants. Training has been supplied centrally to increase the efficacy of Microsoft 365 Copilot alongside material on Civil service Learn on generative AI to raise awareness of benefits, limitations and risks of Generative AI tools, such as Microsoft 365 Copilot. Microsoft's agreement with its Public Sector customers ensures enhanced privacy assurance on Microsoft 365 Copilot, including a commitment that end-user prompts are not used to train external large language models.
