Under the UK-Iraq agreement on training and maritime support, up to 100 UK military personnel may be deployed to Iraq in support of Iraqi navy training. The precise number of Royal Navy personnel involved in the training of the Iraqi navy will fluctuate at any one time and on a daily basis for a variety of reasons, including mid-tour rest and recuperation, temporary absence for training, evacuation for medical reasons and the roulement of forces. We do not therefore publish actual figures.

We take very seriously our responsibilities towards our civilian contractors and we greatly value the work done by them in supporting operations. However, collating comprehensive data on fatalities suffered by our contractors is very difficult due to the variety of contractors and the various ways in which they are employed. As a result, detailed and reliable information is not held centrally and could be provided only at disproportionate cost.

My Lords, the agreement will be in force for 12 months from its entry into force, which will be a few days after the formal ratification. The funding will come from the Treasury reserve. The Iraqis will not contribute on this particular project but we have other arrangements with them, particularly for the training of officers in the United Kingdom, for which they do indeed pay.

My Lords, the Iraqi Government have requested our continued military assistance, and we have therefore signed a government-to-government defence training and maritime support agreement that sets out areas where we will provide continued support. On 13 October the Iraqi Parliament endorsed the agreement, which now goes forward to the presidency council for formal ratification. We expect final ratification within the next few days.

Our existing Government-to-Government Memorandum of Understanding with Iraq, which took effect on 1 January 2009, authorises the presence and activities of UK troops in Iraq until 31 July 2009. A new agreement for our future defence presence in Iraq, focused on training and maritime support, was signed on 6 June 2009. This agreement is currently being considered by the Iraqi Parliament. Copies of the signed text are available in the Library of the House.

UK Trade and Investment (UKTI) has three permanent positions in Baghdad, consisting of one UK-based officer and two locally engaged staff. One of the locally engaged positions is a long-standing post. The other two posts were created in 2009.
Alongside the full-time staff allocation, UKTI is currently employing two business consultants in Iraq on contracts that run through to the end of July 2009.

My right honourable friend, the Secretary of State for the Department of Business, Innovation and Skills led a high level business delegation of 23 UK companies and one business support organisation to Basra and Baghdad in April 2009.
The Middle East Association has taken four UK trade missions to the Kurdistan Regional Governate over the period 2006-09.

UK Trade and Investment supports the Export Marketing Research Scheme (EMRS) through Chambers of Commerce in the UK.
British Chambers of Commerce have checked their records dating back to 1999 and have no records of any request for EMRS from British defence companies and therefore no grant money has been released in this respect.

The safety of UK personnel serving overseas is of paramount importance. We constantly monitor the threats faced by our personnel in Iraq, Afghanistan and the Persian Gulf to ensure that they have the necessary protection to operate effectively in the environments in which they serve.

As a main coalition partner, our Armed Forces have made huge sacrifices in Iraq, yet we have sat back and watched the Americans walk away with one of the biggest rearmament and rebuilding programmes ever seen, leaving us with virtually nothing. What representation does DSO have in Iraq, and with billions of dollars of future sales expected, will it now take a more dynamic official role in promoting British companies there?

My Lords, I appreciate the sentiment expressed by the noble Lord, but he is slightly understating the presence and activity of UK representatives in this matter. None the less, it is the case that there is a clear Iraqi preference to make procurement for its Armed Forces through United States foreign military sales. Indeed, you could say that they are rather dependent on a foreign military sales system because it is easier for them. However, they are making moves towards direct contracts with other countries and we will be encouraging that.

My Lords, support to the United Kingdom defence industry in bidding for contracts for the re-equipment of the Iraqi armed forces is provided by United Kingdom Trade and Investment staff and our defence attaché in Baghdad. Her Majesty’s Armed Forces in Iraq are responsible for providing support to the Iraqi security forces and are not involved in equipment procurement issues.

In accordance with government policy on trade and regulation of defence exports, Her Majesty's Government are supporting the United Kingdom defence and security industry in bidding for contracts for the re-equipment of the Iraqi armed forces. This support has involved hosting delegations of senior Iraqi officials and officers in the UK, logistical support to companies visiting Iraq, inviting delegations from Iraq to attend the Farnborough international air show and defence systems and equipment international exhibition, and engaging at ministerial level.

My Lords, we do have reserves in Kuwait. The Kuwaiti Government continue to support the ongoing operations in Iraq through the provision of facilities such as logistics and engineering staff. That will continue for the time being because we need to see an orderly withdrawal from Iraq. We have a good long-term and strong bilateral relationship with the Government of Kuwait, which will of course continue.
We are significantly contributing to the training of the Iraqi navy, which is important for protecting energy reserves and maritime movements in that area. There is still a significant amount of work to be done, and we anticipate that that may be one of the areas in which we have ongoing work. However, as I have said, no direct decisions have been made at this stage.

My Lords, I am sure that the whole House would wish to join me in offering sincere condolences to the family and friends of the servicemen killed in Afghanistan since the House last met. They were Rifleman Stuart Nash, Corporal Robert Deering, Lance Corporal Ben Whatley, Corporal Liam Elms—all of the Royal Marines—and Sergeant Christopher Reed of the 6th Battalion The Rifles. Our thoughts are likewise with the family of the marine who was killed in Afghanistan yesterday.
Turning to the Question, the legal basis that took effect on 1 January requires the withdrawal of UK forces from Iraq, including those in Baghdad, by 31 July. As part of the normal bilateral defence relationship that we will move to in 2009, the Iraqis have indicated that they wish the UK to continue to provide military training. Negotiations to establish the scope of that activity will begin shortly.

My Lords, at the moment about 800 to 900 people are involved in training and mentoring the Iraqi army. About 50 people are involved in training the Iraqi navy, which is particularly important if we are to help Iraq to protect its oil potential. Clearly it needs naval resources to protect that area. That is at present under the command of a British naval senior person and it will continue for some time as there is much work to do. We are making good progress, and although we have made very good progress with the 14 Division of the army, there is still a significant way to go in terms of naval training.

My Lords, the whole international community must recognise the features of the response that has been set out. The Government are pressing for, and have achieved, a unified approach through the United Nations. The United Nations is drawing those strands together, which will allow better delivery, and we accept that that is the way forward. Iraq is not a poor country; the crucial thing is to help the Iraqis, through technical help and training, develop the capacity to look after their own people and also help their neighbours, who are looking after the refugees.
