My Lords, does the Minister agree that whatever happens after ISIL is defeated in Iraq—let us hope that it is soon—it will be for the Government of Iraq to take the lead on the necessary measures? Does she agree—I am sure that she will—that those measures should or might include more power sharing, encourage tolerance, and work towards a free, open and unsectarian society?
My Lords, does the Minister agree that whatever happens after ISIL is defeated in Iraq—let us hope that it is soon—it will be for the Government of Iraq to take the lead on the necessary measures? Does she agree—I am sure that she will—that those measures should or might include more power sharing, encourage tolerance, and work towards a free, open and unsectarian society?
I agree entirely with the noble Lord, Lord Bach. Those views underpinned all the work I did when I was at the Human Rights Council in having bilaterals with other Ministers. I am sure that the Government of Iraq will be pleased to hear his comments and my support for them.
My Lords, if any further proof was needed, the destruction of the remains of ancient Nimrud shows the sheer barbarism of ISIL. By the way, I am sure that the whole House will want to wish the Minister a happy birthday today. We know him to
be a very busy and conscientious Minister with many tasks. Will he confirm that there are now no remaining blockages to Britain signing up to the implementation of the Hague convention on the protection of cultural property?

My Lords, the blockage on that has been a matter of finding legislative time. Reading through the preparation for this, it seems to me that this is an ideal Bill for one of us to take through this House if there is not time in the first Session of the next Government. We last considered the question of ratification in 2004. Sadly, no Government since then have found time in their legislative programme.

“There is a real risk of further sectarian violence on a massive scale, within Iraq and beyond its borders”.
Of course, that is an appalling enough prospect, but the humanitarian crisis that will undoubtedly follow will require additional humanitarian support. Can the Minister confirm that any request made to the United Kingdom will be considered and acted on properly?

I can, my Lords. One of the great achievements of this Government is their commitment to international development, which includes humanitarian work. I can confirm that a team from the Department for International Development arrived in the north of Iraq on 12 June to assess the situation, and on 14 June the International Development Secretary announced the £3 million emergency humanitarian assistance to which I referred in my initial Answer. That is something that we will keep under review. My right honourable friend the International Development Secretary updated Cabinet colleagues about that earlier today: it is a matter that she keeps under constant review.
