The Secretary of State knows that War on Want estimates that 48,000 employees who work for almost 200 different companies are now in Iraq, making them the second-largest occupying force after the United States. He may also know that there have been allegations of human rights abuses by some of those companies. Why have not the Government’s intentions, which are stated in the 2002 Green Paper, to introduce legislation to control those companies, been implemented? We have waited five years for that.

[holding answer 23 October 2006]: The Ministry of Defence publishes data on battle and non-battle casualties that have resulted from our operations in Iraq and Afghanistan, dating from March 2003 for Iraq. The best centrally available casualty statistics can be found on the Ministry of Defence website:"http://www.mod.uk/DefenceInternet/FactSheets/OperationsFactsheets"For the period from March 2003 to 31 December 2005, 230 UK military and civilian personnel were treated at UK medical facilities in Iraq for wounds received as a result of hostile action.Separate records, from notification of casualty reporting (NOTICAS), show that some 40 UK military and civilian personnel have been categorised as very seriously injured (VSI) from all causes, and that some 70 personnel have been categorised as seriously injured (SI) from all causes. These figures include personnel treated for wounds received as a result of hostile action.Up to 4,000 UK military and civilian personnel (including a small number of Iraqis) have been medically evacuated from Iraq on medical grounds, whatever the reason.The total number of UK military and civilian personnel who were treated at the Shaibah ““Role 3”” Field Hospital was 6,609. Of these 226 were categorised as wounded in action, including as a result of hostile action, and 6,383 were categorised as suffering disease or non-battle injury.Since the beginning of the year, we have sought to collect better information. Between 1 January and 30 September 2006 centrally available records show that:"47 UK military and civilian personnel were admitted to the Shaibah Role 3 Facility in Iraq and categorised as wounded in action, including as a result of hostile action.""855 UK military and civilian personnel were admitted to the Shaibah Role 3 Facility for disease or non battle injuries.""553 UK military and civilian personnel were aeromedically evacuated from Iraq on medical grounds, whatever the reason."It is with very deep regret that I can confirm that as of 1 November 2006 a total of 120 British forces personnel have died, or are missing presumed dead, while serving on Operation Telic since the start of the campaign in March 2003. Of these, 90 are classed as killed in action, including as a result of hostile action, 30 are known to have died either as a result of illness, non-combat injuries or accidents or have not yet been officially assigned a cause of death, pending the outcome of an investigation. These figures may change as inquests are concluded.The MOD does not keep records centrally on the number of completed inquests, as this is a matter for the coroner and the Department for Constitutional Affairs. I refer the hon. Member to the ministerial statement made by my right hon. and learned Friend the Minister for Constitutional Affairs, 12 October 2006, Official Report, column 26WS, in which she referred to completed inquests.

Why was that meeting taking place when the coroner, having been replaced by Lord Hutton, was officially off the job? How could he legally resume an inquest when Lord Hutton had been given the powers to deal with the matter in place of the coroner? Is not the Minister concerned about the backlog of more than 100 inquests into the deaths of British military personnel that has built up under the coroner, dating back to 2003? Does she share my disquiet about the way in which this particular coroner is undertaking his duties?

We have been very concerned about unacceptable delays in the inquests into the deaths of servicemen and women in Iraq. I am working with the coroner, together with additional coroners who have joined him, to help with the backlog. I would like to thank him and also Selina Lynch, Andrew Walker and Sir Richard Curtis, who are determined to ensure that bereaved relatives get questions about the deaths of their loved ones promptly answered. We are getting on with ensuring that the backlog is dealt with as it should be. As I said, the delays are unacceptable. As to the meeting with Department for Constitutional Affairs officials about the death of Dr. David Kelly, I shall explain what happened. When the Hutton inquiry was announced, section 17A of the Coroners Act 1988 became relevant. It allows the Lord Chancellor to tell the coroner that there will be a public inquiry and if, in his view, it covers the same ground as the inquest, what happens is that, unless there are exceptional reasons to the contrary, the coroner has a duty to adjourn the inquest until after the inquiry has concluded. The meeting with officials came about because, although the inquest was opened by the coroner with initial information about the cause of death, further information—after the Hutton inquiry had been announced, but before it had got under way—came in from Home Office pathologists, including a toxicology report. The coroner wanted to be sure that that information was formally admitted so that it could be passed to the registrar in order to ensure that details of the death were properly recorded. I was not working in the Department at the time, but I have discussed the matter with officials and the position is as I have described it. However, if the hon. Gentleman wants further information, I would be happy to write to him.
