That this House supports the Labour Friends of Iraq global appeal, which has been supported by numerous rank and file trade unionists and others across the world, to publicise the severe threat to the life of Nozad Ismail, the President of the Iraqi Federation of Trade Unions in Kirkuk, who has twice escaped assassins and who receives regular death threats; believes that the self-styled resistance in Iraq is deliberately targeting the leadership of the Iraqi labour movement and, therefore, the prospects for a united, secular and democratic Iraq, as was exemplified when Hadi Saleh, the International Secretary of the Iraqi Federation of Trade Unions (IFTU) was tortured and strangled before his house was ransacked for his comrades' contact details, when Ali Hassan Abd of the IFTU's Oil and Gas Union, was gunned down in front of his children, and when Ahmed Adris Abbas of the Transport and Communication Workers Union was also assassinated in Baghdad; and appeals for the widest possible support for the Labour Friends of Iraq initiative not only from supporters of the British Labour movement but from anyone with an interest in nurturing Iraqi democracy.

That this House unreservedly condemns the murder of Ali Hassan Abd, a leading member of the Iraqi Federation of Trade Union's (IFTU) Oil and Gas Union, who led the way in rebuilding independent unions after the fall of Saddam Hussein and who was assassinated on Friday 18th February by terrorist extremists while returning with his children to his home close to the Al Dorah oil refinery in Baghdad; supports the statement issued by the IFTU Executive Committee, which `condemns this cowardly act and resolves to continue to organise for free, democratic and independent unions' and `pledges to its martyred hero Abu Fahad to carry on organising workers and also for a new and democratic Iraq'; and strongly supports the IFTU's call for the international labour movement to condemn this atrocity against a brave trade unionist, which once again confirms that the so-called resistance is deliberately targeting leaders of the Iraqi labour movement in order to prevent the growth of a new civil society in Iraq, after the brave defiance shown by millions of Iraqis in the last elections.

That this House condemns the recent brutal torture and murder of Hadi Saleh, International Secretary of the Iraqi Federation of Trade Unions (IFTU), by Saddam loyalists in what is termed the Iraqi resistance; further condemns the torture and murder of four IFTU members when their train was attached by mortar fire between Mosul and Baghdad, the kidnap of two train drivers, Salah Mehdi Taher and Salih Chiyehchan Harbi and the severe beating of five rail workers, Abd' al-Emir Abd'al-Malik, Mustapha Kamel Mehdi, Amer Shamaan Amer, Ali Abd' al-Radh and Basil Abd'Ouwd, who have been left in a life-threatening condition, the mortar and rocket-propelled grenade attack on the headquarters of the Transport and Communication Workers' Union, and two failed assassination attempts on Nozad Ismail, the President of the IFTU in Kirkuk; expresses its support and admiration for the rail workers of Basra, members of the IFTU, who condemn the 'criminals, terrorists and brigands' who are murdering trade unionists in Iraq and who have been taking strike action against the terrorists since the beginning of the year, demanding adequate security protection on all land transport and the safe return of their kidnapped colleagues; and pledges full support to the TUC Aid Iraq Appeal raising money for Iraqi trade unionists to rebuild a free and independent trade union movement, and strengthen civil society in Iraq.

That this House notes with horror that four members of the Iraqi Federation of Trade Unions (IFTU) were murdered in cold blood on the night of Wednesday 27th/Thursday 28th October when their train, which was carrying consumer goods, was attacked by mortar fire on the railway line between Mosul and Baghdad and that the bodies of two train drivers, a guard and a security guard working for Iraqi Railways were mutilated and burnt by terrorists; strongly supports the statement issued by the IFTU Executive Committee which condemns this heinous crime against workers employed by Iraqi Railways and shows clearly that these terrorists are the enemies of all the Iraqi people; notes that they are the same criminals who had attacked and killed Iraqi children in Al-Amel district in Baghdad in early October, and also killed women, men and elderly people in previous acts of terror and sabotage; joins with the IFTU in conveying its heartfelt condolences to the families, friends and comrades of these martyrs, Kasim Shahin, train driver, Maithem Shaker Obeid, train driver, Ahmed Ibrahim, train controller and Zeyad Tarig. railway security guard; and endorses the IFTU view that the blood of our martyred workers will not go in vain and their call to the Iraqi Government and security authorities to take legal measures to bring the murderers to justice, and to ensure the safety of Iraqi railway workers and all workers, in defence of their homeland, people and working class.

That this House notes that the Stop the War Coalition leaders recently put out a statement by e-mail to its supporters which backed 'the legitimacy of the struggle of the Iraqi people, by whatever means they find necessary' to end occupation; believes that this scurrilous statement would strongly imply support for the so-called resistance and thereby acquiesce in the murders of more people such as Ken Bigley, as well as hundreds of ordinary Iraqis; further notes, however, that versions of the statement published in the Morning Star and on the Stop the War website exclude the words 'by whatever means they find necessary'; expresses the hope that the Coalition's leadership has disavowed these outrageous words which will only encourage those who use physical force in Iraq; and urges the Stop the War leadership to clarify its position without delay, reassure the public that they have not lost their moral bearings and, if this is a policy statement made internally to their membership, to withdraw it and institute internal action against those who issued this terrible statement to make sure that such highly offensive positions are never taken again.

That this House notes that in his 2004 State of the Union address President Bush declared his intention to double the budget of the National Endowment for Democracy, and to focus its new work on the development of free elections, and free markets, free press, and free labour unions in the Middle East; notes with regret, however, the raid by US occupation forces in the Baghdad headquarters of the free trade union movement in Iraq, and that the offices are still closed whilst trade union assets are still frozen; and calls upon the US Administration to initiate a full inquiry into the circumstances of the original raid on 6th December 2003, to explain its actions, to issue an apology, to offer compensation and to make it its policy fully to recognise the positive role of secular trade unions whilst it remains an occupying power.
