That this House expresses concern about the loss of jobs in privatised railway companies; recognises that job losses undermine the quality and reliability of railway services as illustrated recently by the shambles of train cancellations by South West Trains; fears that job losses may compromise the safety of railway passengers and staff; notes that Regional Railways North East, within days of its privatisation, has written to all its employees to invite applications for redundancy; further notes that York had 4,700 railway jobs when privatisation began, that the workforce has been reduced already to 2,200 and that Regional Railways North East is reported to be considering 1,300 further redundancies; and requests the Transport Committee in the new Parliament after the General Election to conduct an inquiry into the extent of job losses in privatised railway companies and the effect these job losses will have on the quality and safety of railway services and to make recommendations to the new Government about how to stop further damage to the British railway system.

That this House expresses grave concern that one of the companies bidding for the Regional Railways North East franchise based its tender on financial data which were not made available to other bidders; recognises that the rules for rail franchising are intended to provide a level playing field for bidders and best value for money for the taxpayer; fears that the violation of these rules may cost the taxpayer millions of pounds in unnecessary subsidy if the franchising process is allowed to proceed; and calls on the Secretary of State to suspend the franchising process for Regional Railways North East immediately and to allow all applicants to re-tender on the basis of the same financial information.

That this House condemns the Secretary of State for Transport for instructing the Government Actuary, without consulting the Railway Pension Trustee, to provide a briefing note about the size of the British Rail pension fund surplus to private companies bidding for railway passenger franchises; believes that action which in any way compromises the independence of the Railway Pension Trustee or could be taken to imply agreement to a future distribution of surplus is wrong; and calls on the Secretary of State for Transport to withdraw the briefing note to franchise applicants, to honour the Government's assurances given in the proceedings of the House on the Railway Bill that the pension funds would be used to provide pensions and for no other purpose, and to respect the independence of the Railway Pension Trustee. (Relevant registered interest declared).
