To ask the Secretary of State for Housing, Communities and Local Government, what the status is of planning approvals for fracking following the announcement of a moratorium on that process.
The Government has set out its position in the Written Ministerial Statement of 4 November 2019, confirming that it will take a presumption against issuing any further Hydraulic Fracturing Consents, creating an effective moratorium.
There is no change to the status of planning permissions that have been granted for development which includes hydraulic fracturing. These planning permissions remain in force until they expire.
To ask the Secretary of State for Housing, Communities and Local Government, what guidance he has issued to local authorities on dealing with fracking applications since the announcement of a moratorium on that process.

Planning authorities should continue to take national planning policy and guidance into account in considering any relevant applications. No additional guidance has been issued.
I remind the Minister that the consultation he refers to closed last October. Twelve months ago, the Housing, Communities
and Local Government Committee did a report opposing permitted development rights and opposing transferring part of the fracking regime to the national infrastructure regime. Given the amount of opposition on his own side, as well as on this side of the House, and in local communities, is the Minister now considering withdrawing those proposals and instead giving greater powers to communities to decide whether they want fracking in their areas?

The Chairman of the Select Committee is quite right to point out the timescale on which these measures have been under consideration, and I will certainly pass on his concerns to colleagues at the Department for Business, Energy and Industrial Strategy.
Fracking activities in Lancashire have recently had to be suspended because earth tremors triggered the traffic lights system. As a result, the Minister has said that she is now looking at whether that system should be relaxed. Will she tell us what she is thinking, and will she give us an assurance that there will be full consultation with all stakeholders before any change is made, and that the matter will be brought back to this House for the approval of Members?

I think I have answered a similar question before, although not from the hon. Gentleman. I have absolutely no plans to change the traffic lights system. The current fracking proposals being tested in Lancashire right now were developed with that system. The fact is that that system is working and being triggered even by micro-tremors; the hon. Gentleman will know that we have had some great evidence from the University of Liverpool as to how small the tremors actually are. If we are to take forward what could be a very valuable industry, it is only right that we do so with the toughest environmental regulations in the world, so I say again that there are no plans from the Government to change the traffic lights system.

of State assure the House that there will be absolutely no change to the powers of the Environment Agency to protect our environment on fracking sites?
Yes, I can. The Environment Agency has been very clear about the vital role that it plays in providing assurance that environmental safeguards are always in place when hydraulic fracturing or other forms of hydrocarbon extraction take place.

In order to provide a conservative estimate of supply, supply forecasts used in the report, and in the supporting analysis, assume no shale contributions in the forecast period.
