Mr. Boswell: To ask the Secretary of State for Education and Skills what action he is taking to address the implications for schools and colleges of the decision to reorganise British Sign Language, with particular reference to (a) teacher supply, (b) validation and (c) funding issues. [112849] Mr. Miliband: While the Government has recognised British Sign Language as a language in its own right, we remain committed to preserving diversity and choice in relation to the different communication methods available for deaf and hearing impaired people. Children with hearing difficulties will continue to be taught in accordance with their and their parents' preferred style. Under the terms of the Special Educational Needs and Disability Act 2001, it is now unlawful for schools and further and higher education institutions to discriminate against disabled learners by treating them less favourably than others. In addition, institutions have a duty to provide reasonable adjustments to provision where people with disabilities might otherwise be substantially disadvantaged. The Government does not expect the statement of recognition to have any new implications for schools and colleges in relation to teacher supply, interaction between deaf children and others, or funding. We shall however be keeping all these issues under close review. The Department for Work and Pensions (DWP) is providing 1 million to fund a discrete programme of initiatives to support the Government's statement of recognition. The DWP will shortly be consulting organisations of and for deaf people about how this funding should be allocated.

Mr. Boswell: To ask the Secretary of State for Education and Skills what action she is taking in conjunction with the Learning and Skills Council to promote and resource English for speakers of other languages, with particular reference to vocational needs. [47878] John Healey: Large numbers of people need access to good quality English language provision if they are to have equal chances of success at work, at home and in society in general. The Government are fully committed to providing tuition for adults who do not speak English as their first language as part of `Skills for Life', our national strategy for improving adult literacy and numeracy skills. A core curriculum for English for speakers of other languages (ESOL) was published in December 2001 and 2,500 tutors have received training in its use. We are also developing ESOL diagnostic tools and learning materials. We are running a national promotional campaign to boost demand for literacy, language and numeracy learning which has so far resulted in over 70,000 calls to the promotional hotline. Improving adult basic skills, including language skills, is also one of the Learning and Skills Council's most important objectives. Its priority was emphasised by the chief executive in his recent letter to all post-16 providers to encourage the expansion of provision to meet our target of improving the basic skills levels of 750,000 adults by 2004. To ensure the resourcing and promotion of basic skills matches local needs and reflects national policy, local LSCs have produced delivery plans, setting out how they intend to increase and improve literacy, language and numeracy provision. These plans also set local targets for participation and achievement in literacy, language and numeracy provision.

Mr. Boswell: To ask the Secretary of State for Education and Employment (1) what communication his Department has had with the Department of Health about developing the provision of language and educational support for children from zero to two years in preparation for the pilot project and the introduction of universal neo-natal hearing screening; [130099] (2) what communication his Department (a) has had and (b) plans to have with (i) local education authorities, (ii) teachers of the deaf, (iii) the teacher training authority, (iv) teaching unions and (v) organisations of and for deaf and hard of hearing people about (1) the launch and (2) the national roll-out of the neo-natal hearing screening pilot project; [130101] (3) when his Department will establish an advisory group on co-ordinating the development of language and educational provision in preparation for the (a) launch and (b) national roll-out of the pilot project for neo-natal hearing screening; and when it will announce the composition of the group. [130102] Ms Hodge: Discussions between DfEE and DH have taken place at both ministerial and official level about neo-natal hearing screening, including the consequential need for educational services. Similarly, both Departments are in regular contact with key organisations in this field. The National Screening Committee advises Ministers on proposed screening programmes and follows set procedures for setting up pilot projects. These include establishing an executive group to represent the various interests to discuss and determine the practicalities of how the pilot projects will develop. When the National Screening Committee establishes an executive group for neo-natal hearing screening, it will include a representative from this Department. A key function of the executive group and indeed of the pilot projects is to provide an opportunity to explore all the implications of neo-natal hearing screening. During this process both Departments will contact and discuss issues with all the relevant bodies.
