The Minister may have been told by his colleagues that most of those improvements were made when I was a Transport Minister in 1986, which was 23 years ago. May I pre-empt the cost of the work that he has announced by saying that he should do three things? First, he should drop the bogus environmental objections to the Arundel completion; secondly, he should try to improve Chichester so it is faster to go round it than to go through it; and thirdly, he should start the plans so that there might be improvements at Worthing while the Minister is still alive—that is probably for the next 30 years. At the present rate of progress, this is one area where the Government have broken no promises and made no changes of plans, because they have had no plans and they have made no promises. They should be ashamed of themselves. In particular, by putting the costs of the Hindhead scheme on the regional national budget, they have prevented any schemes in any of our constituencies.

I am grateful to the Minister for her answer, and also for a written answer from one of her colleagues on 20 March revealing that in the Seamus Heaney area of special protection, where a large proportion of the 4,000 over-wintering whooper swans are to be found, by Lough Beg, there is a proposal for a dual carriageway from Toome to Castledawson. Am I right in saying that both national and international laws require the Roads Service to make a far better assessment of the risk to whooper swans—and may I invite the Minister to come with me next winter to see them and to make sure that they are protected?

Peter Bottomley: To ask the Secretary of State for the Home Department what consideration is being given to the inclusion of road crash and road crime victims in the Victims' Code of Practice. [183548] Paul Goggins: The Victims' Code of Practice, provided for in the Domestic Violence Crime and Victims Bill currently before Parliament, will place national obligations on criminal justice agencies to deliver specific services to victims of crime. Those bereaved as a result of death on the road will be entitled to the relevant police obligations and, where a charge is considered or brought, the relevant Crown Prosecution Service and courts' obligations. They will not, at present, be entitled routinely to the Code's personal support services, to be offered by Victim Support, as practice in this area is still being determined. Last year, at a cost of some £500,000, we established three pilot sites to test different ways of organising and delivering services to road traffic victims. These pilots are subject to independent evaluation with a full report on their effectiveness envisaged for Summer 2005. Following this, we will need to consider, with voluntary sector partners and others, the key outcomes from the evaluation programme and how we can best implement a support service to address the needs of all those victimised by incidents on the road. The victims' legislation clearly sets out the procedures for making revisions to the Code of Practice and it is likely that, because it is statutory, there will be regular updates to reflect front line developments. So if, as seems likely, it is not possible to include obligations to provide personal support services for road traffic victims in the initial version of the Code, which is likely to become fully operational during 2005, then we should be in a position to do so when it is revised for the first time.

Peter Bottomley: To ask the Secretary of State for Transport, Local Government and the Regions if he will estimate the additional average cost of providing pedestrian protection in the Honda Civic car; which car has the best pedestrian protection rating to date in the European New Car Assessment Programme; and which cars have been assessed at 65 per cent. or above in the EEVC Working Group 10 tests. [15679] Mr. Jamieson: The Honda Civic has the best Euro NCAP pedestrian protection result to date, with a score of 72 per cent. We estimate that the additional vehicle manufacturing cost of the Honda Civic relating to pedestrian protection to be around £6.50. We have made no specific estimate of the extra running costs linked to pedestrian protection. The Euro NCAP pedestrian test currently allows a mix of best and worst positions, chosen by manufacturers and Euro NCAP respectively. However, we believe that significant further modification would be required for the vehicle to meet the full EEVC WG10 or the later WG17 requirements, resulting in a further increase in manufacturing and running costs. In a separate series of DTLR funded research tests using the EEVC WG17 procedures and criteria, the Honda Civic was subject to 19 tests. The results are summarised below. _________________________________________________________________________________________________.
