Whatever the time scale for our armed forces in Basra, the Secretary of State’s earlier comments on possible replacements for the Snatch Land Rover in Basra and elsewhere in Iraq are welcome, provided they lead to early action. I urge the right hon. Gentleman to consider the grievous gap in our capability for clearing mines for light forces, which in practice means most of our forces in Iraq, and indeed in Afghanistan. Both those factors are putting lives at risk unnecessarily.

May I welcome the fact that the most recent deployment of territorial infantry has been in formed companies or platoons, including a company of Paras that is just going out? I urge the Minister of State to look again at the mostly Regular Army-driven paper, which proposes converting TA infantry companies into little more than recruiting organisations and squaring the circle by expanding the number of full-time instructors who are non-deployable. That is not what the Territorial Army at the working level wants.

As the hon. Gentleman knows, we are looking at restructuring and the best usability and deployability of the TA and the reserves, which—as discussed earlier—is part of the original construct, post-SDR. We take into account the views of serving members of the TA, but we have to balance those views with what we believe to be right and appropriate. All views will be taken into account to ensure that we are moving forward with the right construct, the right purpose and the right numbers, if that can be achieved through progressive recruiting.

Mr. Brazier: To ask the Secretary of State for Defence what percentage of personnel in the (a) infantry, (b) Royal Armoured Corps

Mr. Doug Henderson: Twenty eight per cent. of the Infantry, 47 per cent. of the RAC and 67 per cent. of the Royal Engineers are
currently engaged in, or working up for, unaccompanied tours. In view of the current level of commitment of the Royal Engineers, I
have decided that our plans to create a fifth engineer logistic squadron following the Strategic Defence Review, should be brought
forward two years from 2002 to 2000. This enhancement to the Royal Engineers will be achieved by establishing a second Queen's
Gurkha Engineer Squadron to be based at Invicta Barracks, Maidstone. The nucleus of the new squadron will be formed immediately and
the squadron will be available for operational tasking towards the end of next year.

Mr. Doug Henderson: [holding answer 27 April 1999]:
Under current plans, 5 Airborne Brigade will cease to exist on 1 September 1999, and the command of the Airborne Battle Group will
transfer to 16 Air Assault Brigade. The Airborne Battle Group will be maintained at the same very high readiness by 16 Assault
Brigade as it is currently maintained by 5 Airborne Brigade. I am withholding more detailed information on readiness states under
Exemption 1 of the Code of Practice on Access to Government Information.

Mr. Brazier: To ask the Secretary of State for Defence what steps he is taking to adapt the readiness of the Army to changing
strategic circumstances. [17103]
Mr. Portillo: Since the collapse of the Soviet Union and the Warsaw pact, we can assume that we would have longer warning of any
re-emerging threat to the UK or western Europe by conventional forces. On the other hand, recent events have underlined that it is
important that we should be able to dispatch forces rapidly to deal with crises elsewhere.
In response, I have decided to shift the balance of investment in the Army further towards those units required to be at higher
operational readiness. The changes build on the one army concept by taking account of the synergy between regular and reserve units.
For the two parachute battalions in the joint rapid deployment force, the present enhancement of some 105 Gurkhas will finish in
2000. The strengths of each battalion will then be increased by some 60 posts. With effect from 1 April this year, arrangements will
be made to provide dedicated manpower and equipment for the Pathfinders--5 Airborne Brigade's reconnaissance platoon.
I have also decided to increase the manning levels of two of our three multiple-launch rocket system regiments by some 100 posts
each to ensure they are fully ready to deploy without the need for reinforcement from elsewhere in the Army. The third regiment will
not be required for short-notice operations. I have therefore decided that it should be transferred to the Territorial Army, in
place of one of its two FH 70--155mm howitzer--artillery regiments. Consequently, the TA will be equipped with one of the Army's
most modern and powerful equipments.
At the same time, we now assess that the majority of the TA will not be required for short-notice operations as formed units. Those
units can therefore be moved to more extended readiness. That will not, however, reduce the scope for TA personnel to take part as
individuals, or in small teams, in a wide range of operations. That is demonstrated by their significant and invaluable contribution
in Bosnia. Furthermore, opportunities for individuals will be significantly improved by the Reserve Forces Act 1996. There will be
no change to the establishment levels of the TA, or to the TA's vital role in deploying as formed units in a major crisis. We shall,
however, be able to reduce the numbers required to be fully trained, while protecting training and activity levels across the whole
range from individual to formation training. Certain specialist units will remain at higher readiness.
Some adjustments will also be made to the manning and equipment of the 12 regular light-roled national defence battalions to bring
them in line with current requirements.
