Can my hon. Friend confirm that tackling youth unemployment is a major priority for the Government, and that young people—18 to 24-year-olds—have benefited from the Work programme, with more than 100,000 finding some sort of work through it? Does she agree that the Work programme is working?

I agree with my hon. Friend that the Work programme is working. In particular, let us look at the figures for youth unemployment. The number of
18 to 24-year-olds on jobseeker’s allowance has fallen for 15 consecutive months. It is now 60,000 less than in May 2010. Youth unemployment is down from the numbers we inherited from Labour, and the number of young people not in education, employment or training is at its lowest for a decade.
Will my hon. Friend confirm that job vacancies are at their highest level since 2008?
Will my hon. Friend confirm that job vacancies are at their highest level since 2008?
Indeed, they are at their highest level since 2008. That is why we have record numbers of people in work, record numbers of women in work, and a record number of hours worked. It is about time the Opposition welcomed that.
Has my hon. Friend noted the figures from the Department for Work and Pensions that show that voluntary and community based organisations, such as Whitwick Community Enterprises in my constituency, make up the largest proportion of workplace providers under the Work programme at 47%?

My hon. Friend is right that almost 50% of the supply chain is in the voluntary sector. We all know from our experience of such organisations what
extraordinarily valuable work they do to get people ready for work and into work. We want to make the programme work.
Does my right hon. Friend agree with the CBI, which has said that the Work programme has already helped to turn around the lives of thousands of people and is delivering real value for money for the taxpayer?

Yes, I do agree. The fact that the job outcomes are more stretching than previous schemes before providers get paid and that they are paid only for results—not just for activity—of course means that it is harder for them to start with, but the fact that there have been 200,000 job entries under the scheme up to September 2012 speaks for itself.
To ask the Secretary of State for Work and Pensions whether he has any plans to change his policy that users of the Work programme are unable to transfer to the new enterprise allowance.
