What can be done to prevent people who do not have indefinite leave to remain in this country from registering and voting? Does he believe that it is unsatisfactory for someone facing a deportation order not only to have registered to vote but to have actually voted in the 2005 general election in Chelmsford? When the electoral registration officer took the matter up with the Home Office—

... If the hon. Gentleman has individual circumstances in his constituency that he wants me to follow up, of course I shall do so. His general point about the integrity of the register is absolutely right. We have already taken many measures to deal with that, and we are going to take further measures. That is why, for example, we are going to bring in a process of individual voter registration beginning next year.

The Government have committed to ensuring that the electoral register is both comprehensive and accurate and that we do everything possible to tackle electoral fraud. We have introduced new and strengthened penalties for electoral fraud for that reason and new requirements for personal identification for voting. Also for that reason, the Electoral Administration Act 2006 imposed a new duty on electoral registration officers to take all necessary steps to ensure that there is a comprehensive register. That has helped to increase voter registration for parliamentary elections by nearly 800,000 over the past three years. We recognise, however, that there is more that can be done in all those areas, and we will do it.

Mr. Burns: To ask the Secretary of State for Health what measures his Department is taking to reduce the levels of (a) financial
waste, (b) fraud and (c) inefficiency in the NHS; and what progress has been made over the last 12 months. [127492]
Mr. Hutton: The Department of Health monitors and manages the performance of the national health service in the delivery of the key
targets set out in the NHS Plan. In addition, the NHS is subject to external independent audit by the Audit Commission and the
National Audit Office. They publish a number of studies each year on the value for money of aspects of the NHS. The Department of
Health considers each of these reports, and implements their recommendations where appropriate.
The Counter Fraud Service, now Counter Fraud and Security Management Service (CFSMS), was formed in September 1998, with a remit to
tackle fraud and corruption within the NHS. It established a risk measurement programme to carry out an exhaustive examination of
valid samples of cases in each area of NHS spending and to produce statistically robust estimates of fraud accurate to plus or minus
1 per cent. of losses. These exercises are among the first of such exercises to be undertaken anywhere in the public or private
sectors.
The first measurement exercise concentrated on patient fraud. To deter and prevent patient evasion of NHS charges and to increase
the anti-fraud culture, point of dispensing and point of treatment checks were introduced. These checks require patients to provide
proof of exemption to charges. The measurement exercises have already demonstrated a reduction in fraudulently claimed exemption to
these charges from approximately £170 million to £109.17 million per year, a reduction of 36 per cent. since 1998.
Over 1,400 cases of potential fraud have been detected and investigated. This has resulted in 160 successful criminal prosecutions
with 98 per cent. success rate, 215 civil and disciplinary sanctions have been applied and over £14 million recovered. Additionally,
over £31 million of fraud has been identified and stopped.
As action takes place to counter fraud in the NHS the measurement process will be repeated to demonstrate what progress has been
made to reduce fraud to an absolute minimum.
In addition, governance arrangements have been improved to ensure the necessary standards of accountability, probity and openness
through the introduction in 1999 of the Controls Assurance Standards.

Mr. Hutton: The National Health Service Counter Fraud Service (NHS CFS) has an ongoing programme of risk measurement exercises
designed to reveal levels of losses and, through repeated exercises, reduction in such losses. Phase one of these exercises
concentrated on patient fraud. The following table detail the results.
Phase two of the programme will focus on contractor fraud within the NHS. As the measurement programme extends, it will enable NHS
CFS to accurately assess the totality of NHS fraud.

considers each of these reports, and implements their recommendations where appropriate.
Analysis using data from November 1998 identified £117 million of pharmaceutical patient fraud. Further analysis showed that this
had been reduced to £48 million by 1999 (41 per cent.). A range of measures have been introduced to reduce fraud, including patient
exemption checks and a penalty charge where a person fails to pay appropriate NHS charges.
In addition, we have set about improving governance arrangements to ensure the necessary standards of accountability, probity and
openness through the introduction in 1999 of the controls assurance standards.

housing benefit fraud. [73070]
Mr. Timms: We are committed to making all benefits secure against fraud and error. We will do this by getting payments right from
the outset and by keeping them right for as long as the benefit is payable. For those cases which do go wrong, we will put them
right promptly.
We have made substantial progress in applying this approach to Housing Benefit. For example, we have made an extra £100 million
available over the next three years for the Verification Framework. This will enable all councils to check Housing Benefit claims
more thoroughly.
