To ask the Secretary of State for Digital, Culture, Media and Sport, when he plans to update the electronic communications code; and what plans he has to amend that code to support the rollout and development of the 5G network.
We recently consulted on whether changes to the Electronic Communications Code were necessary in order to support the deployment of digital infrastructure, including 5G. The responses to that consultation are currently being considered and a consultation response will be published in due course. We have confirmed our intention to legislate in this Parliamentary session and will bring forward legislative proposals as soon as parliamentary time allows.

The potential benefits and risks have been considered in detail as part of the Outline Business Case, which recommended this direction of travel and was approved by the emergency services, lead departments and the devolved governments of Wales and Scotland during March 2014. These risks and issues will be updated as the Full Business Case is developed during the procurement phase, which was launched on 14 April 14.

To ask the Secretary of State for Culture, Media and Sport when she plans to bring forward legislative proposals to reform the Electronic Communications Code.
Since the Law Commission published its report on the reform of the Electronic Communications Code in February 2013, DCMS has been considering the implications of the recommendations on network roll out and service provision to consumers. In January 2014 we published an economic analysis of the impact of various wayleave valuation regimes. A copy of this report has been placed in the House of Commons Library. The analysis work is ongoing and I will make public the plans to reform the Electronic Communications Code in due course.

To ask the Secretary of State for Culture, Media and Sport what assessment she has made of the potential benefit to consumers in the communications sector of the Government's proposals to streamline regulatory and competition appeals.
I believe that streamlining the framework for regulatory and competition appeals offers benefits for consumers and industry. The Government published an impact assessment alongside its consultation on proposals to streamline regulatory appeals and this is available at:
https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/207702/bis-13-924-regulatory-and-competition-appeals-impact_assessment.pdf
This assessment is being updated in light of consultation responses received and we will publish that alongside the Government’s response to the consultation in the spring.

In developing the proposals set out in the consultation document ‘Mobile Connectivity in England’, published on 3 May 2013, my Department worked with the mobile operators and local government representatives to identify opportunities to streamline the planning process and speed up the deployment of mobile broadband. The proposals we consulted on maximise the use of existing sites and encourage the sharing of infrastructure
to minimise the need for new ground-based masts. The consultation closed on 14 June, and we are currently considering the responses received. We will publish the Government's response to the consultation in due course.
