The public sector funding provision for the London 2012 Olympic and Paralympic Games is £9.325 billion made up of contributions of £5.975 billion from the Government, £2.175 billion from the National Lottery and the £1.175 billion from the Greater London Authority and the London Development Agency. A number of other government programmes will be inspired by, or linked thematically to, the 2012 Games. Many of these will help to fulfil the five promises in the Government's legacy action plan for London 2012.
Expenditure in these areas falls to be met from the budgets of the relevant departments.

The officials in the department are in regular contact with the Crown Estate on issues relating to marine energy and the Crown Estate is participating in the development of the marine action plan which the Government announced as part of the UK renewable energy strategy.
It is for the Crown Estate to decide when it announces the results of the Pentland Firth licensing round, taking into account progress of negotiations with prospective developers prior to award of agreement to lease. I understand that the Earl of Caithness has been advised by the Crown Estate that its programme is on schedule to deliver 700 MW of energy by 2020.

My Lords, given the complete mess that the Treasury made of last year’s forecasts—it expected a budget deficit of 2 per cent of GDP when it is more likely to be 10 per cent, and expected economic growth of at least 2.5 per cent when in fact it is likely to be minus 3.5 per cent—would the Minister agree with the OECD that half of our problems were structural and related to government policy and nothing to do with the worldwide recession? What are the Government going to do about that?

My Lords, my right honourable friend the Chancellor of the Exchequer will give a detailed analysis of the situation in the world and domestic economies when he makes his Budget presentation tomorrow. We are in the midst of a truly extraordinary global recession. For the first time in 60 years, the IMF has forecast a net reduction in added value for global economic activity. This problem is not confined to one country; it is a global problem. That is why the Prime Minister, in his chairmanship of the G20, led a global solution.

My Lords, I take exception to the notion that the Bank of England, of all institutions, is involved in a gamble. The Bank of England is involved in creating a degree of money expansion in order that the crucial functioning parts of our economy have access to resources which alone will get us through the present recession as rapidly as possible. The result of our emergence from that will be that, in the fullness of time, the Bank of England will be able to reap the rewards of the money that it has transferred.
