I join the Prime Minister in sending our condolences to the family of Second Lieutenant Jonathan Carlos Bracho-Cooke who died on Monday in Basra. I also associate myself entirely with what the Prime Minister said about racism and anti-Semitism.
We have also been reminded in the last week that one of the tragedies of war is that terrible mistakes are made and that people die from so called ““friendly fire””. Does the Prime Minister agree that, when mistakes happen, the Ministry of Defence owes it to the families concerned to provide them with as much information as possible as quickly as possible about the circumstances in which their loved ones were killed?

Yes, of course I agree that that is what the Ministry of Defence should do. We deeply regret the distress caused to Lance Corporal of Horse Matty Hull’s family by the delay in concluding the inquest into how he died. I assure the right hon. Gentleman that we will do everything we can to co-operate with the coroner and to make sure that the additional distress that is now being caused to the family is minimised.

I do not for one minute underestimate the difficulties and sensitivities of these cases. The Prime Minister will be aware that the bodies of those who have fallen in Iraq and Afghanistan are returned via Brize Norton, in my constituency, and that the coroner’s cases are held largely in Oxfordshire. It seems to me that there are several issues: the distance that the families have to travel to the coroner’s court; the backlogs and delays in the inquests; and, now, the clear need for agreement with our allies, so that information, where possible, can be shared with relatives in a timely manner. Will the Prime Minister ensure that the MOD and the Department for Constitutional Affairs work together to improve and reform the system, and to give timely reports back to the House of Commons?

Of course they should do that, and they will. Obviously, some of these situations are immensely difficult for the families concerned. Not merely have they lost their loved ones; they want to know, very properly, exactly what has happened. In addition, the whole purpose of the boards of inquiry that the UK forces undertake is to make sure that we learn the lessons of such incidents. Obviously, it is particularly distressing when a death occurs as a result of friendly fire. Unfortunately, in war, these things can happen, but in those circumstances it is particularly incumbent on us to make sure that we take into account very carefully and sensitively the concerns of the families involved. We will look again as a result of what has happened in the past few weeks to make sure that, in similar such circumstances—I hope that I can say this with some confidence—we can deal better with them.

I am grateful for that answer, but, specifically on the case of Matty Hull, the British board of inquiry three years ago saw a copy of the video that has now been released. The Ministry of Defence told the family at the time that some classified material had been withheld from them, but it did not tell them exactly what it was. I am satisfied of this: although it is true that the CD was not originally provided to the coroner or the family because it was of US origin, its existence was provided to the coroner in a list of exhibits supporting the UK board of inquiry. I can also say that it was an MOD witness at the inquest who advised the MOD legal team of the existence of the CD. The legal team then sought advice regarding disclosure, and as the US origin of the CD was not realised at that time, it was advised that the coroner could be made aware of its existence. What has happened subsequently is now well known. I deeply regret, as I said, any additional distress that has been caused to the family, but I do believe that the MOD acted in good faith throughout. Of course it is important that it makes sure that information is given to the families concerned.

It looks increasingly likely—[Interruption.] That is right: we should not just have to hear from other people; we should hear from the Prime Minister. It looks increasingly likely that the Baker-Hamilton report will lead to changes in US policy. Will the Prime Minister tell the House of Commons today what he thinks those changes should be?

Exactly as I described them last time I spoke to the House, after I gave evidence to the Baker-Hamilton inquiry. They fit into two categories. First, inside Iraq, it is important that we complete the building up of capability, especially that of the Iraqi army. For example, down in the south, the Iraqi army is now capable of taking on security in two out of the four provinces and it is increasingly doing so in Basra. We have to complete that process. We must also ensure that the governance and capability of the Iraqi Government are improved. That relates not only to the way in which the Government function, but to the disbursement of money in both Sunni and Shi’a areas. It is important that we make sure that the process of reconciliation that the Iraqi Prime Minister has outlined is carried through with greater effect than has been the case so far. Secondly, outside Iraq, as I said to the inquiry, and as I have said to the House on many occasions, we have to pursue a policy for the whole middle east, which means in particular—and starting with—finding a solution to the Israel-Palestine conflict. That will be absolutely essential if we are to put that region on a more stable footing.

Of course we have got to decide this policy on the basis of the British national interest. It has always been my view that it was in the British national interest to remove Saddam Hussein and to stand shoulder to shoulder after 9/11 with our American allies. At the moment, it is important that we complete the mission that we have set for ourselves in the south of the country. Thanks to the work that British troops have been doing, the operation that has been going on bit by bit in Basra to turn over control of security to Iraqi forces has been completed in about half the city. Reconstruction and development projects are going in behind that. I am pleased to say that the process has been relatively successful, and if it is successful, of course it diminishes the need for British troops to patrol in Basra. Our strategy is absolutely clear: to make sure that we build up the Iraqi capability, but to do so in a way that makes it absolutely clear to the people fighting us in Iraq, Afghanistan and elsewhere that we stand on the side of people who support democracy, and that we stand up to terrorists and are prepared to fight them and take them on, wherever they may be.

I join the Prime Minister in paying tribute to the Royal Marine who was killed yesterday in Afghanistan, and I associate this side of the House with what he said about the East Sussex fire service and the two brave men who lost their lives.
Our troops in Iraq and Afghanistan are doing a heroic job in difficult circumstances, as I have seen for myself in both places. Yesterday, the new US Defence Secretary said that we were not winning the war in Iraq. Does the Prime Minister share that very serious assessment?

Of course: in July I said myself that the situation in Baghdad, with sectarian killing, was appalling and that the bloodshed was appalling. What is important, however, as the Defence Secretary went on to say, is that we go on to succeed in the mission that we have set ourselves. The most important thing is to understand why this problem has come about. It has come about because outside extremists are linking up with internal extremists to thwart the will of the Iraqi people, expressed in their election, for a non-sectarian Government and a non-sectarian future. Both in Iraq and Afghanistan, it is important that we build the capability of those Governments in those countries to withstand the terrorists and make sure that democracy succeeds.

It is our policy to withdraw progressively from Iraq as the Iraqi forces are capable of taking on the security task. That is why it is important, when we are able to hand over to them, that we do so; otherwise we are a provocation rather than a help to them. That is why, earlier this year, we ceded control of al-Muthanna province, as there are now 5,000 Iraqi forces there doing that job. We are just withdrawing, or the Italians are, almost 3,000 forces from Dhi Qar province, where the Iraqis again will come in and do the job. We have already reduced our forces significantly over the past few years but, for example, we are working with the Iraqi forces to go through Basra part by part, making sure that we clean out the militia, put in place proper Iraqi security forces and undertake reconstruction. That is vital work, and I do not want to dismay our allies or hearten our enemies by suggesting that we will do anything other than stay until the job is done. I believe that it is a strength that there has been a bipartisan policy on this, and I hope that that is maintained.

I hope that I have just explained very clearly what our strategy is. It is to withdraw progressively as the Iraqi forces build up their capability. For example, in the south of Iraq for the first time, there are 10,000 Iraqi troops who are trained to the fullest extent. They are very capable, and are doing an excellent job under the command of the Iraqi Army—[Interruption.] Yes, of course it is. As we are able to cede control, we do so, but to withdraw prematurely before the job is done would be disastrous.
There is a sense, because of the discussion in the past few days, that we have been sitting in government saying that there is no way in which we are going to withdraw and that we are going to stay there for ever. That has never been the case. May I quote to the right hon. Gentleman what I told the Liaison Committee just a few months ago? I said:"““I suspect over the next 18 months there will obviously be opportunities to draw down significant numbers of British troops because the capacity of the Iraqi forces will build up.””"
I said it then, and I say it now. General Casey, who is in charge of the whole multinational force in Iraq, said back in August:"““I don’t have a date, but I can see over the next 12-18 months the Iraqi security forces progressing to a point where they can take on the security responsibilities for the country””."
That is the policy of ourselves and our allies—not just America, but the other 20 or so countries that are there. It is important that we send a signal to those people who are trying to wreck the chances of Iraqi democracy by killing innocent people. It is the self-same extremism that threatens our troops and Afghan civilians. There is terrorism in countries around the world, and the message that should go out from us and from this country is not just that we have enormous pride in our troops—we should have such pride in them—but that the policy of standing up and fighting those extremists abroad and at home is the right one, and there will be no quarter given to those who oppose us.

No, our policy remains to ensure that Iraq continues as a democracy. We have a democracy in Iraq for the first time in that country’s history, and 70 per cent. of the people came out and voted in the election, which is an extraordinary achievement, despite all the terrorism and intimidation. What is more, they voted for a non-sectarian Government in which the Sunni, the Shi’a and the Kurds all work together. I believe that the maintenance of democracy is absolutely essential for us, in Iraq and in Afghanistan. I know it is difficult, but our task is to stand with the moderates in those countries against the extremists.
