Mrs. Anne Campbell: To ask the Secretary of State for Work and Pensions what factors underlie the decision not to reward parents
coming off benefits and into full- time education with the child maintenance bonus under the old scheme and child maintenance
premium under the new scheme. [181629]
Mr. Pond: The child maintenance bonus is a measure to provide an incentive for parents with care to go into work.
The child maintenance premium is a disregard of income for parents with care who are in receipt of either income support or
income-based jobseeker's allowance. When a parent with care ceases to receive income- related benefit, she will receive all of the
maintenance paid.

Mrs. Anne Campbell: To ask the Secretary of State for Foreign and Commonwealth Affairs how long it takes for an international
student visa to be issued. [129425]
Mr. Mullin: Visa sections at our overseas posts aim to resolve student applications for entry clearance within 24 hours,
However, if the applicant requires an interview, this can delay the resolution of the application. We normally aim to offer an
interview within 10 days. However, applicants may face longer queues in some individual posts where security or other factors mean
that we are unable to offer the level of service that we would like.

That this House welcomes the extra Government money announced in the White Paper 'The Future of Higher Education'; further welcomes the end of up front tuition fees; supports the reintroduction of grants for students from poorer backgrounds; recognises the improvements outlined for the repayment of debt, but believes that differential fees will deter students from low-income backgrounds from applying to the top academic institutions and to certain courses; and, if extra money is required, urges the Government to implement a measured increase in fees across the board, whilst maintaining the full or partial exemption from fees for students from low income backgrounds.

Mrs. Anne Campbell: To ask the Secretary of State for Education and Skills what steps he will take to ensure that there is an
increase in the number of university students from low income backgrounds. [81997]
Margaret Hodge: We are determined to encourage more young people from lower income backgrounds to enter higher education. Our
secondary school reforms will help raise participation and attainment levels so that more young people will be eligible to benefit
from higher education. We have committed over £190 million over three years to the Excellence Challenge to raise aspirations and
attainment of young people in some of the most deprived areas of the country. This includes making available 25,000 Opportunity
Bursaries to encourage young students from low-income families into higher education. Young people in schools and further education
colleges in Excellence Challenge areas continue to benefit from the AimHigher road show, which was launched earlier this year to
promote higher education.
Our review of higher education which will be published in January will reflect our continued commitment to widening participation in
higher education.

Margaret Hodge: My right hon. Friend receives representations from a wide variety of sources on a range of issues including top up
fees. Most recently this has included the Education and Skills Select Committee's sixth report of the 2001-02 session which
recommends the Government should seriously consider differentiated fees for university students.

Margaret Hodge: Students' views are at the heart of the new arrangements for quality assurance in higher education, which will be
introduced from September 2002. Students and graduates will be asked to rate their courses through a range of surveys and their
views will be published. A national survey of graduates will be piloted in October 2002 and will be followed by full implementation
in Autumn 2003.
