The 'Northern Ireland Executive' has committed to continue to deliver National Citizen Service (NCS) over the next three years and has appointed a provider to deliver the programme – Co-operation Ireland. The marketing and promotion of NCS in Northern Ireland will be the responsibility of Co-operation Ireland.

The National Citizen Service Trust works with the Cabinet Office to deliver (NCS) in England. There have been no accidents that the NCS Trust is aware of where insurance claims have been lodged.
The NCS delivery partner within Northern Ireland, Co-operation Ireland, has also confirmed that it has not received any correspondence from insurance companies in regards to claims relating to NCS accidents.
The Cabinet Office coordinated a pilot programme in Wales in 2014 and is not aware of any resulting insurance claims by participants.

There are three bodies that regulate charities in the UK; the Charity Commission for England and Wales, the Office of the Scottish Charity Regulator (OSCR) and the Charity Commission for Northern Ireland. In all three jurisdictions organisations must be established for exclusively charitable purposes to be recognised and registered as charities. All applications to register an organisation as a charity are determined by whether or not an organisation meets the legal test for registration. All three bodies have robust processes for assessing any application for registration as a charity. The three regulators regularly meet to discuss areas of common concern and have provisions in their respective legislation which facilitates the exchange of information to assist and enable another to discharge their statutory functions.

The Government is committed to giving as many young people as possible the chance to take part in this life-changing opportunity. The programme will continue to take place in every English Local Authority in 2015. 2014 saw 504 young people take part in Northern Ireland and 364 young people take part in Wales.
My officials and I continue to work closely with the devolved administrations and following successful pilots of the programme the Northern Ireland Minister for Social Development is developing a longer term plan for supporting NCS in Northern Ireland.
