HMG believes advanced nuclear technologies, including Advanced Modular Reactors (AMRs), could play an important role as a low-carbon energy source that would support a secure, affordable decarbonised energy system. AMRs have the potential to be less capital expensive to build than traditional nuclear power plants, because of their smaller size, factory-based modular build, and greater flexibility in deployment. We are actively progressing the deployment of advanced nuclear projects through a clear policy framework, including both Small Modular Reactors (SMRs) and Advanced Modular Reactors (AMRs). The newly published Framework lays out pathways for privately led advanced nuclear projects to be brought forward in the UK.

Between July 2024 – March 2026, the Boiler Upgrade Scheme paid out 51,444 vouchers for heat pumps, to the cost of ~£386 million.
Other schemes delivered by the department, such as the Home Upgrade Grant (HUG), Social Housing Decarbonisation Fund (SHDF), Warm Homes: Social Housing Fund and Local Grant (WH:SHF ; WH:LG) do not provide a breakdown of spend specific to heat pump subsidies alone, as they support a broader range of retrofit energy efficiency measures. However, the Government does publish data showing the average contribution costs for individual measures under these schemes, including for heat pumps.

The Secretary of State will be aware of the very high dependence in Northern Ireland on home heating oil. Although the Government have offered some help in the past 10 days, has consideration been given to what happens beyond the summer period if the crisis in the middle east continues over the next few months?

We have supplied £17 million to the Northern Ireland Executive, and I had a constructive conversation last week with Minister Archibald about how that is deployed. We will keep other measures under review as the situation develops.

The UK benefits from diverse gas supply sources, including North Sea production, pipeline imports from Europe, three LNG terminals, and eight storage facilities. This limits our reliance on any one type of infrastructure - in winter 24/25, gas storage was used to provide ~8% of the total gas used by GB. We are confident this diverse portfolio will continue to meet the country’s energy needs.
However, the Government does recognise that the energy transition may change future infrastructure requirements. We recently consulted on options to safeguard gas security of supply, including measures to encourage investment in additional storage capacity if needed. A response will follow in due course.

The 2021 Census in Northern Ireland carried out by the Northern Ireland Statistics and Research Agency (NISRA) provides estimates of the number of homes in each Northern Ireland parliamentary constituency that use oil central heating.

ECO4 started in April 2022. To the end of December 2025, 294,456 insulation measures were installed under ECO4 (including ECO3 Interim and Surplus Actions). This is published in Table 1.6 of Household Energy Efficiency Statistics, headline release: February 2026. This total includes some Surplus Action measures installed before 2022.
GBIS started in March 2023. To the end of December 2025, 94,847 insulation measures had been installed under GBIS. This is published in Table 3 of Great British Insulation Scheme release: February 2026,
Under these schemes, some properties may have had more than one type of insulation measure installed.

High UK energy costs have been driven by our dependence on global fossil fuel markets. The Government’s clean energy mission is the best way to break this dependence and protect billpayers permanently. The Government also acted at Budget to take an average £150 of costs off domestic bills in Great Britain from April, and it continues to work with the NI Executive on measures to bring down energy costs for households in Northern Ireland.
There have been numerous references to the cost of energy and reducing that cost in the United Kingdom. I think where the IEA and I would agree is that we need to get off the rollercoaster of fossil fuels and ensure we are investing in clean home-grown energy that people across the country can take advantage of to lower their bills.

The Advanced Nuclear Framework is being developed by the Department for Energy Security and Net Zero, with Great British Energy-Nuclear supporting on the assessment process. This framework will set out a pathway for privately led advanced nuclear projects and will be published early this year.

The Government does not hold specific data on the number of biomass boilers that have subsequently been replaced under the Boiler Upgrade Scheme. Ofgem, the scheme administrators, continue to work closely with the Microgeneration Certification Scheme (MCS) and consumer codes to monitor any complaints received, and to identify and resolve any issues with systems installed under the scheme.
Biomass deployment under the scheme represents a relatively small proportion of overall installations.

A process is underway to identify a suitable site for a geological disposal facility (GDF) in England and Wales. Two areas are currently participating, both in West Cumberland, and site suitability investigations and community engagement activities are well underway in both of these areas. The siting process is consent-based, requiring both a willing host community and suitable geology.
The Minister has outlined his determination and urgency on nuclear power. I hope he is able to confirm that everyone across the United Kingdom will benefit from lower costs as a result of the construction of mini nuclear reactors.

We know that to bring down bills for everyone, we need a clean power system that includes nuclear providing the stable baseload across the country. That also benefits Northern Ireland through the interconnectors, but obviously energy decisions are reserved in Northern Ireland. We are committed to bringing down the cost of these projects as much as possible, and also to ensuring that we get the economic advantages. When these projects are on the system, they will deliver clean, secure power made here in the UK for generations, and that is how we will deliver energy security and get us off the volatility of fossil fuels, which is what has been driving up bills for the hon. Gentleman’s constituents and mine for so long. This is the answer for our energy security and for good jobs right across the country.

Advanced Modular Reactors (AMRs) have the potential to provide reliable, low-carbon energy for electricity generation and energy uses beyond baseload power.
At the Spending Review, the government committed to provide a pathway for privately-led advanced nuclear technologies. Great British Energy – Nuclear has been tasked with assessing proposals within a new framework, with the National Wealth Fund exploring potential investment opportunities and the Department for Energy Security and Net Zero exploring revenue support for viable projects. The new framework will be published shortly.

We are taking action through the warm home discount, which is being provided to an extra 2.7 million households across the country, and the warm homes plan, which we will roll out before the end of the year.
The Minister will be aware that many homes, particularly in rural areas, are older properties that are difficult to insulate. Does she agree that we all need to concentrate on those older types of properties, many of which are the homes of elderly people who cannot afford expensive energy? We need to concentrate on ensuring that those homes are properly insulated and that the warm home discount scheme is extended to such properties.

The hon. Member makes an important point. We are very clear that we need to make sure that we have the right solutions for every household, including those in rural communities. I have met representatives from rural communities, councils, Members and some of the companies that are trying to do work in rural communities. We are absolutely committed to getting this right as part of the warm homes plan.

We know there are parts of the country where homes are not up to standard and families are struggling with bills. That is why our warm homes plan is so important. We will target homes across the country and ensure that we provide a range of measures, from insulation through to solar and heat pumps, so we can ensure that homes are warmer and cheaper to run.
