That this House notes a recent Court case in Coleraine, Northern Ireland, where a retired Baptist Pastor was convicted of speaking in July 2024 at a dual carriageway across from Causeway Hospital, which was within a Safe Access Zone; acknowledges that these zones were established for the purpose of protecting women and girls accessing abortion treatment services, information, advice and counselling, but understands that the Pastor made no reference to abortion whatever, had no anti-abortion leaflets or posters and had repeatedly indicated his message was entirely about God’s love for the world; views with extreme concern that legislation supposedly designed to deal with protests about abortion has been used to prosecute and convict a man speaking publicly about an unrelated matter; and fears that anyone speaking on any unrelated subject matter within a safe access zone can now potentially be subjected to criminal proceedings.

All women in England and Wales should have access to safe, regulated abortions on the NHS under our current laws. It is for Parliament to decide the circumstances under which abortions should take place, allowing members to vote according to their moral, ethical or religious beliefs. Decisions to bring a prosecution about abortion are for the independent Crown Prosecution Service.
The Home Office collects and publishes information on the number of notifiable offences, including the number of procuring illegal abortion offences, and intentional destruction of a viable unborn child offences, recorded by the police in England and Wales. This information is published as official statistics each quarter. The latest information, to the year ending December 2024, can be accessed here:
The Ministry of Justice publishes data on prosecutions and convictions under the Infant Life (Preservation) Act at criminal courts in England and Wales in the Outcomes by Offences data tool, that can be downloaded from the Criminal Justice Statistics landing page here:

That this House notes the arrest of Isabel Vaughan-Spruce who was standing alone at an abortion clinic which was not open at the time, with no poster or other material with her, when approached by Police she declared that she was not protesting and may have been silently praying but not aloud, declares that Public Space Protection Orders that are used to arrest in circumstances such as this are an outrage to the concept of civil and religious liberty, further believes that Isabel, while under arrest, being questioned as to what the silent prayers were about is a further infringement on civil liberties and calls upon the Home Secretary to declare HMGs' approach to this use of PSPO's.

The Secretary of State will be aware of the existence of public spaces protection orders in some council areas. Is he also aware of a scandalous event that took place in Birmingham just before Christmas? A woman standing alone, quietly and with no protest material, outside an abortion clinic which was closed was arrested by police and asked what she was doing. When she said that she was quietly praying in her head, she was arrested and taken to a cell, and, while being questioned by police, was asked what she was praying about.

I do not know the facts of that case. If the hon. Gentleman would like to write to me, I will make inquiries to the extent that I am able to do so.
