The UK Government monitors all vessels in UK waters which are of interest to the safety of mariners, the marine environment and the UK’s national security.
Since October 2024, the Department for Transport’s Voluntary Insurance Reporting Mechanism has challenged over 700 suspected shadow fleet vessels with unknown insurance, a significant portion of the shadow fleet, to provide their insurance as they transit the English Channel.
The Foreign, Commonwealth and Development Office have sanctioned over 500 shadow fleet vessels, which prohibits these vessels from entering UK ports, and signals to the global maritime community that these vessels are dangerous and should not be interacted with.

As stated in my answer to Question 105155, the UK and Ireland are jointly committed to deepening our security and defence cooperation on the full range of threats facing both our countries. That includes countering Russian aggression and supporting Ukraine.

While this particular issue was not on the agenda for that call, the Ministers did discuss countering Russian aggression and our support to Ukraine, and we continue to discuss priority issues with our Irish counterparts as and when they arise, including at Ministerial level.

The UK and Ireland continue to discuss how we can improve our security cooperation, including maritime and cyber security. On 3 December, the Foreign Secretary spoke to her counterpart Helen McEntee, Ireland's Minister for Foreign Affairs, Trade and Defence, about defence, security and other matters.
That follows the commitments made by the Prime Minister and Taoiseach at the UK-Ireland Summit in March 2025 to deepen defence cooperation.

The UK Government constantly monitors UK waters to uphold the safety of mariners, the marine environment and the UK’s national security, which includes monitoring of ships that are suspected of being associated with the movement of Russian oil.
Under the United Nations Convention on the Law of the Sea (UNCLOS), ships of all States have the right, subject to conditions laid down in UNCLOS, to innocent passage through UK territorial sea (the sea within 12 nautical miles of the UK coastline). As the UK is party to UNCLOS, the UK Government adheres to international maritime law and protects the passage rights of vessels transiting through UK waters.

Energy policy in Northern Ireland is devolved. However, Ministers meet regularly with energy suppliers and we expect them to do everything they can to support their consumers, especially the most vulnerable.

Following the Government’s request for an urgent review of the fuel market, the Competition and Markets Authority published its road fuel report on 8 July. Its initial findings were that the UK retail fuel market appears to be competitive but areas for further investigation were identified. A market study to look at the growing gap between the oil price, and the wholesale price of petrol and diesel was launched which will make recommendations where there are no legitimate reasons for this. The Government will carefully consider, alongside relevant industry partners, any recommendations made in the study.

Ministers and officials from the Department meet representatives from the oil industry to discuss the United Kingdom downstream oil sector on a regular basis.
The Government believes that it is essential that consumers get a fair deal and that a competitive market is the best way to keep prices low. Fuel pricing is subject to UK competition law under the Competition and Markets Authority. Its predecessor, the Office of Fair Trading last looked at fuel prices in 2013. I expect the retail fuel market to be kept under review.

The Prime Minister will be aware that members of the public and small businesses across the UK have had to endure very high fuel bills in recent years when oil prices were averaging more than $100 a barrel. In recent weeks, that price has dropped steadily and now stands at less that half that level. However, fuel prices at the pump have not been reduced by anything like that amount. Last week, the Chancellor indicated that some action would be taken against the fuel companies. Will the Prime Minister outline what action that will be?

First, we should welcome this fall in oil prices. We are beginning to see prices fall quite substantially at the pumps, but I agree with the hon. Gentleman that we want to see them go down further and faster. Some of this will depend on the buying strategies that the fuel companies had, but we will ensure that the competition authorities and the Government do everything they can to ensure that those fuel prices are passed on.
