My Lords, there was a much wider debate earlier in the week following the repeat of the Statement by the Prime Minister on the many things that we are trying to do to help in this terrible conflict. That obviously includes trying to find a better outcome in these areas and to tackle the difficulties of oil and other issues.

My Lords, the noble Lord is right: it is basically a Sunni community. It was, of course, the birthplace of Saddam Hussein and therefore has a totemic significance as well. We are aware of that. The humanitarian aid that goes from this country is given on the basis of need; it is given without any consideration of which community or religion a person comes from. But we are seeking to ensure through Prime Minister Abadi—who, of course, is Shia—that there is a united Iraq at the end of all of this, encompassing all faiths.

We condemn any unauthorised release of classified material. This can put the lives of UK service personnel and those of our allies at risk and make the job of the Armed Forces in all theatres of operation more difficult and more dangerous. It would be inappropriate to speculate on the specific detail of these documents without further investigation.
We have no knowledge that the US operational reporting recently published by Wikileaks was shared with the UK Ministry of Defence or the Foreign and Commonwealth Office before September 2010.
The MoD is studying the Wikileaks material, and allegations of abuse by British soldiers will be investigated.

My Lords, as no decision has been made on the exact extent or remit of any such inquiry, I cannot comment on that. I have heard some very interesting suggestions about the scope of any inquiry, including from my noble friend Lord Soley, who suggested that the inquiry ought also to include the circumstances in which international organisations failed to live up to their commitments.

The Chief of the General Staff, as a member of the Chiefs of Staff Committee, regularly discusses such matters with the other single service Chiefs of Staff and with the Chief of the Defence Staff. Decisions on the military force deployed on operations in Iraq and in Afghanistan are based on military advice from the Chiefs of Staff and commanders on the ground.

My Lords, we are not envisaging Turkish intervention in northern Iraq. We are aware, as is the international community, of the terrorist attacks that have been undertaken by certain elements in the north, the PKK in particular. We are supporting all efforts to stop such terrorist activity, and we recognise the calm measures that the Turkish Government have taken to date in response to those attacks.

Any decision to take forward a prosecution against the Weir Group is for the Crown Office and Procurator Fiscal Service (COPFS) to make and Her Majesty’s Government have no locus to intervene.

In the past six months, the Serious Fraud Office (SFO) has been in regular contact with US counterparts about reported breaches by UK companies of UN sanctions in relation to Iraq. It would not be appropriate to go into the details of these discussions while the SFO is carrying out its investigations.

My Lords, we contributed about £7 million to the ICRC. It appealed for $75.5 million to provide emergency assistance to vulnerable people, including internally displaced people. I understand that the appeal has so far raised $21 million.

My Lords, my figures do not quite match those given by my noble friend. The UNHCR estimates that some 1.9 million Iraqis are internally displaced, with 2 million Iraqis living in neighbouring countries, of whom 1 million are in Syria and around 700,000 in Jordan. The issue here is to work with the neighbouring countries so that displaced Iraqis can access services such as health and education. Only around 3 per cent are living in camps, so many slip under the radar. That is why we support organisations such as the International Committee of the Red Cross, the UNHCR and other agencies which work with those in the region and also with those who are internally displaced.

My Lords, as I said in the House yesterday, the inquiry will cover all operational aspects of the incident. As I said yesterday, and as has been said a number of times by the Government, this incident took place well within Iraqi territory.

My Lords, we should not speculate about events that may or may not take place. We have set out clearly the criteria under which we are supporting the establishment of the rule of law and democratic government in Iraq. The handover or transition of responsibilities in each province is managed by a joint committee for the transfer of security and responsibility. We have set out clearly the criteria under which that transition will take place. Our ability to hand over Iraq depends on the establishment of those conditions on the ground.

My Lords, my noble friend is right. Understanding the operational commitments and demands on our forces is not simply a matter of visiting troops on operations; it is also important to make necessary visits to troops before and after operations and the most of ministerial visits which are a part of our departmental responsibilities. I have responsibility for equipment. When, for example, I visited the Commander-in-Chief Land to review our Armed Forces’ equipment, particularly armed fighting vehicles, I talked to troops about their experiences in the field. Such visits are essential to our role.

My Lords, I am loath to draw the conclusion that sanctions cannot be properly enforced. In the United Nations Security Council, we have consistently tried to ensure robust compliance in this and other cases, as detailed in the IIC report of 7 September. We have proposed a fresh package of proposals, termed ““smarter sanctions””, to refocus sanctions more tightly on WMD, military and dual-use goods; to end the illegal oil trade; to counter smuggling; and to improve the provision of humanitarian goods. I make the point not only because that is what we should do but because it is what we should expect everyone else to do, and that is what we should argue.

My Lords, representatives of Strathclyde Police visited the independent inquiry committee at its headquarters on 8 and 9 December 2005. There they spoke to committee staff and received copies of documents relevant to the Weir Group. The Strathclyde Police, in close liaison with the Scottish Crown Office, are reviewing this documentation to determine whether there are sufficient grounds for investigation. It would not be appropriate to comment further on any specific allegations at this stage.
