That this House condemns the intensifying terrorist campaign being waged by Saddam Hussein to drive international agencies from Iraqi Kurdistan; notes the recent grenade attack on a primary school feeding station used by the French aid agency Equilibre in its programme of providing meals for 30,000 Kurdish children; notes the bomb attack on a teashop in Darbandikhan on 16th May that severely injured 12 people; notes that on 9th May, after a prolonged artillery barrage, Iraqi troops attacked the Kurdish town of Uwaynah, only 15 miles from the Kurdish administrative centre in Erbil; notes that because donors have failed to provide sufficient funds 50 of the 236 United Nation Guards based in the area have been withdrawn and that the rest will reportedly follow by 15th June; notes that the United Nations Department of Humanitarian Affairs appealed for $489 million to cover the aid and protection operations in Iraq from 1st April but has received less than $2 million; and calls for Her Majesty's Government or urgently focus international attention on these grave developments and for the British media to properly report them.

That this House notes with grave concern the vulnerability of international humanitarian operations in Iraqi Kurdistan; notes that the Government of Iraq's internal blockade against Kurdistan has now been in place for over ten months in contravention of United Nations Security Council Resolution 688, that demands the end to repression in Iraq; further notes that the Memorandum of Understanding between the United Nations and Baghdad expired on 30th June 1992 and that, due to the stalling of negotiations on renewal, by Saddam Hussein, several humanitarian agencies have been forced to curtail vital operations; regrets that the United Nations co-ordinating unit has not yet been established in Kurdistan, resulting in a dangerous lack of programme co-ordination; is deeply concerned by United Nations and British aid agency reports that international aid agency staff have been threatened by Iraqi security forces and that United Nations staff and property have come under grenade attack in Arbil and Sulaymaniyah; understands that threats by Iraqi security forces have necessitated Save the Children Fund having to arrange protection for its staff because the United Nations guards contingent is reportedly unable to undertake such services; and calls upon honourable Members to attend the opening of the Kurdistan exhibition in the Upper Waiting Hall of the Commons at 1 p.m. Tuesday 7th July 1992, to obtain further information.

That this House notes that the honourable Member for Workington was informed by a Kurdish leader on the morning of Friday 19th July that the killing of Iraqi civilians had begun once again in earnest; notes that in Arbil, on the evening of Wednesday 17th July a peaceful Kurdish demonstration calling for the withdrawal of the feared Iraqi army was randomly fired on by Iraqi security forces who later used heavy artillery to shell residential areas of the city, killing two and injuring at least 50 Kurds; notes information that in Sulaymannyah, on Tuesday 18th July, two Kurds were killed and six injured and that a Kurdish liaison officer's car was attacked approaching a prearranged meeting at the local Iraqi army headquarters, and that the incident led to serious disturbances, involving more than 1,000 Iraqi soldiers and a number of tanks; notes that demonstrations were repressed in Zarayan, Arbaat, New Halabaja and Chamchamal; also notes reports that the Special UN Envoy to Iraq, Prince Sadruddin Agha Khan, has protested to Iraq's foreign minister about the aggressive deployment of Iraqi army units in areas designated for the distribution of UN aid in southern Iraq; condemns this new intense wave of repression against the civilian population in Iraq, in clear breach of United Nations Security Council Resolution 688; and calls for its immediate investigation, the submission of all evidence to the Security Council and the Rapid Reaction Force to be put on full alert.
