Mr. Nick Brown: I am pleased to be able to announce that the Ongoers element of the Pig Industry Restructuring Scheme is today being
opened for applications and will remain open for six months. This announcement completes the delivery of a further component of the
Government's Action Plan for Farming. It is particularly pleasing to announce the opening of phase two of a scheme that will make a
significant amount of money available to the UK pig industry, a sector that has suffered over the past two years. While market
conditions have improved recently, the scale of the debt incurred over those difficult times continues to be a major restraint on
the industry's ability to prepare itself for the future. The Government's restructuring scheme will go some way towards remedying
that situation.
The aim of Ongoers is to help pig producers reduce costs, overcome any competitive disadvantage and restore long term viability to
their businesses. It will achieve this by providing an interest rate rebate on loans linked to an agreed business plan.
Phase one of the scheme--Ongoers--was opened on 4 December 2000 and since then over 1,500 application forms have been sent out in
response to telephone and e-mail requests.

Mr. Nick Brown: On 4 December, I was able to announce that the Outgoers element of the Pig Industry Restructuring Scheme was open
for applications. This announcement delivers a further component of the Government's Agricultural Strategy. It was particularly
pleasing to announce the opening of phase one of a scheme that will make a significant amount of money available to the UK pig
industry; a sector that has suffered terribly over the past two years. While market conditions have improved recently, the scale of
the debt incurred over those difficult times continues to be a major restraint on the industry's ability to prepare itself for the
future. The Government's restructuring scheme will go some way towards remedying that situation.
The European Commission has confirmed that it is content with the Outgoers part of the restructuring scheme. As promised, this first
phase was opened as soon as possible after receiving that confirmation. I am confident that formal clearance from the Commission for
both phases of the Pig Industry Restructuring Scheme will be obtained later this month.
The aim of Outgoers is to reduce pig breeding capacity in the UK by 16 per cent. compared to what was available in June 1998 in
order to allow the British pig industry to begin its necessary restructuring. Discussions with the UK pig industry are continuing on
Ongoers and we hope to be in a position to open this second phase of the restructuring scheme early in the new year.

Mr. Campbell-Savours: To ask the Minister of Agriculture, Fisheries and Food what advice he has received from the Spongiform
Encephalopathy Advisory Committee on the practice of feeding animal products to animals of the same species; and if he will make a

Dr. John Cunningham: At my request, at its meeting on 2 December the Spongiform Encephalopathy Advisory Committee considered the
practice of feeding animal by-products to animals of the same species. The committee's advice is being published in full, and a copy
has been placed in the Library of the House.
The committee did not consider that there was an immediate risk from intraspecies feeding. However, they thought it possible that
TSEs might arise spontaneously in any species with a prion protein gene, and that if this were the case the practice of recycling
waste as feed within a species could spread any resultant disease. The committee describes the risk here as small, but considered
that it could not be discounted completely.
The committee has recommended that the Government develop a strategy to remove this risk, taking account of practical enforcement
considerations and alternative disposal option, and discuss it with EC partners. Although the risk is small, I intend to accept this
recommendation on a precautionary basis.
Essentially this means that the current practices of processing certain types of waste containing porcine material and feeding it as
swill to pigs, and using poultry and feather meal as high protein ration for poultry, will have to end. Before legislating, however,
I shall, as advised, consider the alternative routes for disposing of such waste. I am currently conducting a review of national
animal waste legislation and intend to issue proposed legislation for consultation early in the New Year. That will set out our
proposals in respect of pig swill subject to any further discussions in the European Community. I shall use that opportunity to ask
for comments on the other issue raised by SEAC's advice. Subject to those comments, I also envisage bringing forward legislation to
ban the recycling of poultry meals as poultry feed, but want to sound out Community partners first.
This action to avoid any possibility that a risk which the committee described as "small" and "potential" means that consumers will
continue to enjoy the highest possible protection against the risks from TSEs, and give the assurance that pig and poultry products
remain TSE free.

Mr. Rooker: We have received no evidence that feed intended for ruminants is being fed to pigs, poultry and fish. As ruminants,
lambs receive ruminant feed.
