The Government place great importance on developing the skills base of the United Kingdom and recognises the value of foreign languages.The Department for Children, Schools and Families is leading on a number of initiatives to promote the Chinese language and culture in the UK educational system.The recent Qualifications and Curriculum Authority review announced plans to free up requirements in languages so that schools can offer major world languages such as Mandarin, at Key Stage 3.In addition, the Government are actively encouraging better understanding of Chinese business practices and culture. UK Trade and Investment, along with our partners at the China-Britain Business Council provide a wide range of practical services to support British companies to trade with, and invest in China. This includes support on the ground from Mandarin speakers. The Department for Business, Enterprise and Regulatory Reform however does not make assessments on foreign language capacity of the workforce.

Mr. Ben Chapman: To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on Vietnam's
accession to the World Trade Organisation. [199565]
Mr. MacShane: The Government strongly support Vietnam's accession into the WTO. It believes the WTO delivers benefits for all its
members, particularly developing countries. We are pleased that on 9 October the European Commission, which has exclusive
competence in such bilateral negotiations on behalf of the EU, agreed bilateral access aspects of the WTO accession for Vietnam. The
EU is Vietnam's biggest trading partner and is one of the first to settle bilateral access negotiations with Vietnam.
The Government will continue to support Vietnam's accession as it seeks to conclude bilateral negotiations with a number of other
important WTO members (including China, Japan, Australia and the US). The Department for International Development is supporting
analytical work on the accession tariff reduction options and possible implications for policies, including social and poverty
impacts, in Vietnam.
Vietnam's terms for acceding to the WTO will be based upon the outcome of these bilateral negotiations together with agreement
reached at the multilateral level within the WTO Working Party. If agreement is reached at both these levels then we hope Vietnam
will accede to the WTO after the organisation's ministerial meeting in Hong Kong in December 2005.

Mr. Alexander: The Foreign and Commonwealth Office (FCO) and Department for International Development (DfID) have adopted a joint
approach to assist Vietnam in becoming a market-based economy, and in developing its domestic and international trade.
Key to this is a common position on Vietnam's accession to the World Trade Organisation (WTO), in particular an insistence on
accession on terms that benefits all Vietnamese people, particularly its poor. The European Commission (which negotiates on behalf
of EU member states on WTO accession) has been encouraged by the British Government to recognise, in the negotiation process,
Vietnam's low income country status.
In terms of developing Vietnam's domestic economy, DFID is working with the World Bank to support reform of state-owned enterprises
(SOE). Activities focus on the restructuring of three general corporations to reduce state direct investment, and encouraging the
private sector to play a stronger role. This area of reform is crucial to free-up government resources for social service provision
and poverty reduction. DFID further supported the revision of key investment and enterprise laws to create a level playing field for
business, and to reduce state intervention in company decision-making and the allocation of resources.
In the longer term, DFID, in partnership with the Asian Development Bank, is helping the Government of Vietnam to identify and
develop policies to make the transition to a market-based economy work in favour of the poor, through improving their access to land
and other natural resources, through increased opportunities for employment and income generation, and through linking up the
domestic markets within which they supply labour to global markets, for example those that supply supermarkets. For further

Mr. Rammell: My right hon. Friend the Foreign Secretary visited Moscow on 7 July. During his visit he discussed a range of
bilateral and international issues with the Russian Government, but UK-Russian trade relationships were not on the agenda. However,
my right hon. Friend the Secretary of State for Trade and Industry (Ms Hewitt) discussed the bilateral trade relationship when she
visited Moscow from 24-25 June.

Mr. Ben Chapman: To ask the Secretary of State for Trade and Industry what steps she is taking to encourage UK exports to China.

Nigel Griffiths: As my hon. Friend knows from personal experience, China is a key market for British trade and investment. The
Government, through Trade Partners UK, recently announced an extensive programme of supported activity for British companies in the
China market for 2002-03, including 18 Government supported trade missions, 26 trade fair groups and 10 sector specific seminar
initiatives. This is in addition to the regular ministerial visits to and from China including the visit by Chinese Vice-President
Hu Jintao in November 2001. Visits from the UK during 2001 included the then Minister for e.Commerce, the then Minister for Trade,
the then Minister for Construction, the Minister for Science, the Minister for Energy and Industry and the Financial Secretary.
Trade Partners UK is also supporting a programme of major events in China aimed at promoting the UK's strengths as a competitive,
technologically innovative economy and a strong business partner for China. This began with a large scale, award winning UK pavilion
at the China High-Tech Fair in Shenzhen last October, visited by Lord Sainsbury. In October 2002 there will be a major programme of
activity in Shanghai, followed by a wide-ranging series of events around China in 2003 centred on Beijing.
This high level of activity in China is complemented by awareness-raising activity among British companies in the UK. Trade Partners
UK, in close co-operation with the China-Britain Business Council, is engaged in a rolling programme of events to alert UK companies
to business opportunities in China. This activity includes the formation recently of a Beijing Olympics Taskforce, which aims to
maximise the contribution of UK business to the preparations for the 2008 Games.
UK exports to China rose by 21 per cent. in 2000 and by a further 18 per cent. in the first 10 months of 2001. The work of Trade
Partners UK, with the CBBC, is designed further to enhance UK companies' competitiveness in China.
