That this House is concerned about the rise in foul and surface water flooding resulting in long-term damage to property and the environment across the country; recognises that a prime cause is an ageing and failing national sewerage system suffering from long-term underinvestment and thus increasingly unable to meet modern drainage demands; is dismayed that while failing to make cost efficiency gains water companies have instead continued to under-invest in drainage infrastructure in order to maintain shareholders' dividends; is extremely concerned to find that in the Asset Management Planning Round 4 (2004-2009) these same water companies are seeking to justify a price increase of an average ??72 per household to make good their progressive failure to invest in the nation's drainage infrastructure; and calls upon the Government to take action through the Office of the Deputy Prime Minister, DEFRA and Ministerial Guidance to OFWAT to ensure that water companies are obliged to make repair and upgrading of their sewerage systems a high priority and that the cost of this essential investment be borne fairly between customers and shareholders.

That this House notes that NHS chiropody and podiatry service provision is in the decline despite its undisputed cost-effective clinical benefits and immense popularity with patients; is alarmed that new episodes of care reduced by 15 per cent. between 1996-97 and 2000-01 and total episodes of care reduced by six per cent. between 1996-97 and 1999-2000, when the collation of the figure was inexplicably discontinued; further notes that there are wide regional and local variations in NHS chiropody and podiatry provision, contrary to the Government's declaration to eradicate the postcode lottery in healthcare provision and recognises that there is a sufficient pool of state-registered chiropodists available to deliver equal access across the UK; fears that the introduction of commissioning primary care trusts may lead to a further decline in this provision with greater local and regional variations; and calls on the Government to produce national guidance to strategic health authorities and primary care trusts for the level of service that they should provide.

That this House welcomes the Government's decision to provide over ??530 million in development funding support to the Airbus A380 project, recognising that aerospace is one of the United Kingdom's few remaining world class industries, but is concerned that by allocating all the funding support to the prime contractor, SMEs in the supply chain are disadvantaged, unlike in other countries engaged in the project where development funding has been shared between prime contractors and firms in the supply chain with the result that British Aerospace SMEs face losing work and jobs to subsidised competitors; and calls upon the Government to review the development funding support to ensure that either it is shared between the prime contractor and SMEs in the supply chain or that the prime contractor bears the project development costs in full.
