The UK is as committed as ever to working through the global coalition to eliminate the danger posed by Daesh. We continue to undertake air strikes against Daesh targets, and we have been building the capacity of the Iraqi security forces, including the peshmerga, to deal with a potential insurgency. For as long as they want and need our support, we will continue to train Iraq’s security forces, enhancing their ability to respond to the threat and carrying out security sector reform in Iraq.

My hon. Friend highlights an important element. This is not just about support through the military; it is also about international development support and about building civil law enforcement,
which involves the police and, equally importantly, the courts, in order to give people confidence that the courts are fair and just.

This is a very serious subject. Obviously, we are deeply concerned about the destruction of cultural heritage in Syria and Iraq. Discussions are taking place across Government to ensure that we take a joined-up approach towards those horrific acts of cultural vandalism.

My hon. Friend is absolutely right to say that we have to stop that illicit trade. We work with partners in the global coalition to put in place international sanctions to prevent the illegal trading of Syrian and Iraqi antiquities. We also have an effective legal framework to tackle the illicit trade, including specific legislation for antiquities from Iraq and Syria.

The Government is deeply concerned about the destruction of cultural, religious and historical sites in Iraq by the so called Islamic State of Iraq and the Levant (ISIL). The UK supported the passage of UNSCR 2199 which condemns the destruction of cultural heritage in Iraq and Syria, including the targeted destruction of religious sites and objects. The UK also co-sponsored a resolution on this issue the Human Rights Council in September. Most recently, on 27 February, the UNSC issued a statement condemning “the destruction of irreplaceable religious and cultural artefacts housed in the Mosul Museum and burning of thousands of books and rare manuscripts from the Mosul Library”.
The UK has expressed its strong support for the Government of Iraq’s efforts to preserve Iraq’s rich cultural heritage. This week, the Charge d’Affaires visited the recently re-opened Baghdad Museum and an archaeological excavation in Thi-Qar province, where the UK is supporting work to ensure that Iraq’s heritage is preserved for future generations.

Britain is one of 60 countries participating in a coalition to defeat ISIL and we are making a significant contribution, including the air campaign and training Iraqi ground forces. The training of those local forces is critical in order for them to take and hold the ground, maintain security and begin the process of stabilisation and governance.

They could now be used by the Free Syrian Army as a launching pad to defeat ISIL in Iraq and Syria as well as the brutal Assad regime. I understand that some Arab countries have raised the issue with the United Kingdom. Will we support them?

I understand what my hon. Friend is saying. We have had discussions with our Turkish counterparts and others, and General John Allen is also looking at the issue. It needs to be considered in the wider context of the campaign and it is on the table at the moment, but that is as far as it goes.

I recently travelled to the Gulf for discussions with the Governments of Saudi Arabia, United Arab Emirates, Kuwait and Qatar to better understand the views of our closest allies in the region on the situation in Iraq. There is a shared view that only a political solution, based on a more inclusive Government in Iraq, can turn the tide against ISIS.

Friend’s discussions with his counterparts in the middle east, did they say whether Mr Maliki was the right person to lead Iraq or whether former Prime Minister Allawi, having had excellent relations with Sunnis in Iraq and the wider middle eastern countries, is the right person to take Iraq forward?

Not all the Governments of our key allies in the middle east have such an understanding of the democratic process as we do. It is very clear to us in this country that it is not for us to comment on who should be the Prime Minister of a country following a democratic election. It is clear that the Government of Iraq need to be inclusive, and in direct answer to my hon. Friend it would be fair to say that there is a range of different views among middle east countries about the appropriateness of various individuals to lead such an inclusive Government.

The last time a member of the RAF flew a US remotely-piloted aerial vehicle in Iraq was in 2007. There were no RAF remotely-piloted aerial vehicles operating in Iraq. However, the Army last flew UK remotely-piloted aerial vehicles in Iraq in 2009.
