DFID understands that life in Fallujah is slowly returning to normal. A functioning local government exists and the population has voted in both the October 2005 constitutional referendum and December 2005 general election. The US now estimates the city's population to be at 239,000, compared to 300,000 before 2004. The US Government reports that there is currently no-one officially classified as a displaced person in the vicinity of Fallujah; many of those displaced by the conflict moved to stay with relatives or relocated to surrounding cities. A UN survey showed that 17 per cent. of former Fallujan residents (approximately 50,000) did not expect to return to the city.The United Kingdom has provided advice but not financial aid for the reconstruction of Fallujah. In the aftermath of military operations in Fallujah, DFID staff and consultants made assessment visits to Fallujah and provided advice to the Iraqi Government on the management of health, humanitarian and co-ordination issues. The Iraqi Ministry of Industry and Minerals continues to lead on the reconstruction effort, with support from the US. Financial aid came from the Iraqi Government and the US. We have made no detailed assessment of the ways in which aid disbursed to Fallujah has been spent. However, the following information, drawn from US assessments, may be helpful.The Iraqi Government has allocated US$100 million for Fallujah's reconstruction and US$178 million in housing compensation for Fallujah's citizens. Shortly after military operations in Fallujah ended, the Government initially estimated the damage to housing to be in the region of US$500 million. Fallujah residents have so far received US$103 million in housing compensation. The Government recently announced a further US$75 million which will be paid to citizens over the next month, bringing the total to US$178 million. It is unclear whether any additional funds will be made available.The United States is funding 81 reconstruction projects in Fallujah worth over US$100 million. Of these, 14 have been completed, 25 are underway, 22 have contracts awarded but have not yet started and one is being evaluated. Major projects include:"electrical system improvement—over US$40 million. Electrical distribution lines are now connected to about 80 per cent. of homes and businesses in Fallujah;""a new waste water treatment plant and collection system—US$28 million. The Fallujah Water Department reports that 98 per cent. of residences in Fallujah are now supplied with safe drinking water;""new police facilities—US$7.6 million. Two new police stations are due to be completed in April 2006."Smaller projects include reconstruction of the Fallujah railway station, renovating the court house and constructing new health care facilities. Four new health clinics are due to be completed between February and August 2006.No official data exist on the repair and construction of homes in Fallujah. Anecdotal evidence from those working in Iraq suggests that around 15 per cent. of homes have been restored. This is expected to increase with the distribution of the extra US$75 million.

[210937] Hilary Benn: The Interim Iraqi Government (IIG), with support from Multi-National Forces (MNF), has ensured that adequate supplies of food, water, shelter, fuel and health care are available to meet the essential needs of residents returning to Fallujah. Repairs to the water network have begun, and piped water is now available in a number of districts. In other districts, supplies are provided by tanker. Two hospitals and several health clinics are open in Fallujah to provide medical care. Preparations are being made to re-open schools in Fallujah, with five due to be opened by early February. 125 schools in the areas around Fallujah have re-opened to help cater for the children of residents and displaced people who are living there. No assessment has been made of the number of people displaced from Fallujah who are planning to settle elsewhere for an extended period. The IIG is planning to undertake a detailed assessment of damage to housing in Fallujah shortly. Preliminary estimates suggest that up to half the buildings in the city may have sustained substantial damage, with many of these rendered unfit for habitation, and that over 75 per cent. suffered some damage.

[208260] Hilary Benn: Most areas of Fallujah are now open to the returning population. The number of people returning to the city is increasing steadily. By 14 January, over 100,000 people had crossed the checkpoints into the city since returns began on 23 December although far fewer are staying overnight. It is estimated that between 8,000 and 15,000 citizens are now living in the city. The Iraqi Interim Government (IIG) is leading on assistance to the people of Fallujah. The IIG Fallujah Core Co-ordination Group is liaising with multi- national and Iraqi forces who are providing security in the city, and is co-ordinating the provision of essential supplies by Iraqi Government Ministries. Food, medical items, tents and plastic sheeting, and water by tanker and bottle are getting through to the people in Fallujah. The IIG is providing an initial $100 welfare payment for each family returning to the city, and is finalising plans for more extensive compensation for damaged homes and businesses. Figures are not yet available on the cost of this assistance. The IIG is also developing medium and long-term reconstruction plans for the city and has set aside funds from the Iraqi budget for this work. The Minister of Industry has been charged with coordinating the work of the key Iraqi ministries involved. DFID is providing advice to the IIG Core Co-ordination Group on health, humanitarian and coordination issues, and DFID staff have made assessment visits to Fallujah. United States military forces operating in the area have established Humanitarian Assistance sites in the city and have announced that they will provide $200 for each household in Fallujah. US forces are also helping to provide security for the returning families, which has been good so far. United States agencies report that they have planned around 100 reconstruction projects in the Fallujah area totalling $84.1 million. Several US-funded projects have been contracted and are due to begin soon, including a $20 million project to refurbish the sewerage system, and projects to refurbish and equip local council offices. A large proportion of Fallujah's population is yet to return to the city. Many families are staying in the surrounding area, mostly with host families or in public buildings. Iraqi ministries and aid agencies continue to deliver essential supplies to these areas. Welfare payments for displaced people are being distributed through banks in the areas where they are currently living. The Independent Electoral Commission for Iraq (IECI) has established plans to allow Fallujah's displaced citizens to vote in the national elections at the end of January. The IECI has made special arrangements for same-day registration and voting at centres spread across the Al Anbar Governorate, and has asked Multi- National Force-Iraq to provide extra security at polling stations.

Mr. Clappison: To ask the Secretary of State for the Home Department how many failed asylum seekers he estimates are in the UK without legal basis for their presence; and how many are failed Iraqi asylum seekers. [150621] Beverley Hughes: Information on the total number of asylum seekers currently in the UK, including failed asylum seekers, is not currently available. This could be obtained only at disproportionate cost by examination of individual case records. Even such an exercise, however, would not produce a valid estimate as some applicants may leave the United Kingdom without informing the Immigration Service. The Government have commissioned research into the methods used in other countries to estimate the size of the illegal population in order to define methods appropriate for the UK. The work required is challenging because, by definition, illegal migrants fall outside of official statistics and are therefore difficult to measure. People illegally present in the UK are also motivated to ensure they remain hidden, further compounding the difficulties of conducting research. The number of cases (principal applicants) awaiting initial decision or awaiting appeal determinations continues to fall as the level of applications falls, initial decisions continue to outstrip the number of applications, and record numbers of appeals are determined by the IAA. The latest published figures show that as at the end of September 2003 there were: 29,100 cases awaiting an initial decision (of this total, 8,500 cases were work in progress, i.e. the application had been outstanding for six months or less), the lowest level for a decade; an estimated 16,000 appeals lodged with the Home Office which had not been sent to the Immigration Appellate Authority (a proportion of appeals lodged do not result in appeal bundles being sent to the IAA); and 28,800 asylum cases work in progress in the IAA (18,100 at the Adjudicator Tier, 5,600 applications for permission to appeal to the Tribunal, and 5,100 Tribunal Appeals). Information on asylum applications is published quarterly.
