Will the Minister understand that attempts peacefully to resolve the position of Ashraf cannot begin until Iraqi and Iranian forces stop the brutal murder of residents of Ashraf, the wounding of literally hundreds of residents and the use of psychological torture through 280 loudspeakers around the camp perimeter, threatening the lives of those in the camp? Will he now ask the Prime Minister to urge the UN Security Council to take over responsibility for the protection of Ashraf residents, to secure the withdrawal of Iraqi and Iranian forces from the camp and to ensure that the wounded get the treatment and the medical supplies that they need to get better?

As the noble Lord knows very well—indeed, he must be saluted as the campaign leader in this very ugly situation—the UN Assistance Mission for Iraq, UNAMI, has requested that another humanitarian monitoring mission be sent to Ashraf as soon as possible, and we fully support that. The problem, as the noble Lord appreciates, is that this is Iraqi sovereign territory and there are limits to what those of us outside can do. Despite making constant representations, our own visit on 16 March and our deploring of the confirmed killing on 8 April, we cannot intervene in the internal affairs of Iraq without the recognition and support of the Maliki Government, which we need. That is what we must work for all the time and what we back the UN in doing as well.

My Lords, we are aware of the recent visit to Iraq by the European parliamentary delegation and its proposed solution to the complex challenges that Camp Ashraf presents. Resettlement may represent a way forward, although we do not assess that residents would qualify for resettlement in the UK. Responsibility for Camp Ashraf lies with the Government of Iraq, and we call on all sides to engage in constructive dialogue to reach a lasting solution. We deplore the recent loss of life and injury.

Is the Minister aware that the Iraqis’ claims that some of the 35 Ashraf residents massacred by Iraqi troops and some of the 350 wounded were shot by the PMOI leadership are totally untrue, and that the interior ministry conducted a search for weapons and explosives at the camp in April last year but found nothing more than 23 decaying empty packets of firecrackers? In the light of this further assault on these defenceless refugees, will the Minister urge the Prime Minister to make a personal phone call to Mr Maliki to demand the immediate withdrawal of his offensive forces, and to ask the UN to take over responsibility for the safety and security of residents and to restore proper access to medical treatment and supplies to those injured in this recent attack?...
They have responsibilities though.

My Lords, I was not aware of allegations that some of the casualties had been shot by their own side—I simply had not heard that. We recognise that this is a very complicated situation. The Iraqi Government are now the Government of a sovereign state....
Of course they have responsibilities, but this is in effect an extraterritorial enclave in Iraq and there are some very large issues. We accept as a Government that, in time, Camp Ashraf should close. The question is how that is negotiated with all sides.

We are aware of reports from camp residents claiming that they have been denied access to medical care. UK representatives met the UN and the Iraqi Government's Ashraf committee on 20 February 2011, which stated that the residents of Camp Ashraf are given access to medical care and serious medical cases are referred to hospitals in Baghdad or Erbil in northern Iraq. During a consular visit to the camp on 16 March 2011, embassy officials also raised these reports from camp residents with the UN.
Our embassy in Baghdad will continue to urge the Ashraf committee to ensure that the Iraqi authorities treat the residents of Camp Ashraf in accordance with international humanitarian standards.

On 16 March 2011, our embassy officials undertook a consular visit to Camp Ashraf to ascertain whether any residents required consular assistance. They did not visit medical facilities inside the camp, but did receive a small number of complaints relating to the medical facilities from the camp residents. They were passed to the UN.
We continue to raise concerns with the Iraqi Government and urge the Ashraf committee to ensure that the residents are treated in accordance with international humanitarian standards.

We are aware of reports that loudspeakers are being used outside the Camp Ashraf entrance. The Government of Iraq have publicly stated that the purpose of the loudspeakers is to allow family members to communicate with residents inside Camp Ashraf, as they have apparently been forbidden any contact by the camp's leadership.
On 20 February 2011, our representatives met UN representatives and the Iraqi Government's Ashraf Committee to discuss the situation at Camp Ashraf. We urged the Iraqi Government to ensure the residents' human rights are respected and we continue to encourage both sides to engage in constructive dialogue leading to a lasting, and peaceful, resolution.

We understand that the Iraqi Government's Ashraf Committee is composed of members from the Prime Minister's Office, Ministry of Human Rights, Ministry of Justice, Ministry of Foreign Affairs, Ministry of Defence, Ministry of Interior and Ministry of Immigration and Displaced People. The Ashraf Committee reports directly to the Iraqi Prime Minister, Nouri Al-Maliki. The Ashraf Committee is responsible for implementing the Iraqi Government's policies regarding Camp Ashraf.

We are aware the Ministry of Human Rights has completed their report. We have been given sight of this and subsequently requested permission to share the report with UK Parliament. This request is currently being considered by the Council of Ministers. We will continue to urge the Iraqi Government to make this report public.

Given Iraq’s breaches of its undertakings to secure the safety and security of these pro-democracy refugees, will the UK now ask the United Nations to station a monitoring force inside Camp Ashraf to prevent further abuse of residents by Iraqi thugs in uniform?

We have made, and indeed are making all the time, representations through our work with the United Nations and we are also planning another direct meeting with Iraqi Government officials. I know the noble Lord appreciates that this is Iraqi Government sovereign territory and therefore we have to make our approaches, apply our pressure and express our concerns, which he expresses so well, through the Iraqi Government. As to the United Nations, it has taken certain views about withdrawing the regular monitoring operation it had when the United States and the allied forces were there. Now that they have withdrawn it makes fairly systematic and regular visits but it is not at the moment ready to return to a monitoring system. That is the current position but I would be the first to agree with the noble Lord that it is far from satisfactory.

My Lords, we are aware of reports of disturbances at Camp Ashraf on 25 and 26 December last. Embassy officials in Baghdad regularly discuss the situation with the United Nations, the United States and the European Union; our UN contacts met the Iraqi Government’s Ashraf Committee on 9 January and raised their concerns about these and other recent events. The United Kingdom has underlined the need for the Iraqi authorities to deal with the residents of Camp Ashraf in a way that meets international humanitarian standards.

The human rights situation in Iran is deplorable and has deteriorated markedly since the disputed election result in June 2009, when police and security forces resorted to excessive and sometimes lethal force against demonstrators. According to Amnesty International, the human rights situation in Iran was at its worst level in 20 years.
My honourable friend Alistair Burt met the Iranian Ambassador on 20 September to discuss this and a range of human rights concerns. During this meeting, the Minister made it clear that the UK remains concerned by the restrictions on ordinary Iranians, and the ongoing detention of a number of protesters and human rights defenders. We reminded Iran that the Iranian authorities have an obligation to guarantee all its citizens the basic human rights and freedoms enshrined in the many international treaty bodies to which Iran is signatory, as well as in the Iranian constitution.

The Minister made it clear that the UK remains extremely concerned by the sentencing of the seven Baha'i leaders to 20 years imprisonment, which we understand has now been reduced to 10 years. As my right honourable friend the Foreign Secretary said in his statement of 11 August 2010, these sentences are unacceptable. Both the UK and international community deplore the unacceptable victimisation of the Baha'i faith by the Iranian state.
We will continue to remind Iran of the international commitments it has freely signed up to. We will also urge the Iranian Government to cease its harassment of the Baha'i minority, and to respect the rights of other minority groups.

Foreign and Commonwealth Office (FCO) officials in Baghdad visited Camp Ashraf on 24 July 2010 to clarify whether any of the residents qualified for UK consular assistance. During their visit they met with the Iraqi army, which confirmed that food and medical supplies were permitted to enter the camp.
Our ambassador in Baghdad met with the Iraqi Human Rights Minister on 20 May 2010 and underlined the need for the Iraqi authorities to deal with the residents in a way that meets international humanitarian standards. The Iraqi authorities have told the residents that they can no longer stay at Camp Ashraf but have given assurances that no residents will be forcibly transferred to a country where they have reason to fear persecution, or where substantial grounds exist to believe they would be tortured. We continue to discuss Camp Ashraf with the Iraqi Government, the EU, the US and the UN Assistance Mission for Iraq (UNAMI).
In July 2010, FCO officials in Baghdad received a report from the Iraqi Human Rights Ministry into events that took place at the camp in July 2009. We are discussing the contents with interested partners. We will write to the noble Lord with further details.

Our ambassador in Baghdad met with the Iraqi Human Rights Minister on 20 May 2010 and underlined the need for the Iraqi authorities to deal with the residents in a way that meets international humanitarian standards. The Iraqi authorities have told the residents that they can no longer stay at Camp Ashraf but have given assurances that no residents will be forcibly transferred to a country where they have reason to fear persecution or where substantial grounds exist to believe that they would be tortured. We continue to discuss Camp Ashraf with the Iraqi Government, the EU, the US and the UN Assistance Mission for Iraq (UNAMI).
In July 2010, FCO officials in Baghdad received a report from the Iraqi Human Rights Ministry into events that took place at the camp in July 2009. We are discussing the contents with interested partners. We will write to the noble Lord with further details.
We have not received any information about the Government of Iraq denying visas to relatives and friends of the residents.

Foreign and Commonwealth Office (FCO) officials in Baghdad visited Camp Ashraf on 24 July 2010 to clarify whether any of the residents qualified for UK consular assistance. During their visit they met with the Iraqi army, which confirmed that food and medical supplies were permitted to enter the camp.

Iran is pursuing a dangerous dual strategy in Afghanistan. While it assists the country through economic and humanitarian aid and supports the legitimate Afghan government, it also undermines Afghan security by providing finance, weapons and training to the Taliban. Iranian support for the Taliban is totally unacceptable and further undermines international and regional confidence in Iran's intentions.
