[holding answer 22 July 2008]: The new comprehensive 10-year drug strategy, Drugs: protecting families and communities and first three year action were published on 27 February. The strategy is focused on preventing the number of young people developing drug problems, targeting families at risk and intervening early through a whole family approach, protecting communities through robust enforcement by attacking drug supply at all levels and cutting drug-related crime and disorder.Key actions to reduce drug-related crime include:"Extending police powers to seize more of drug dealers’ (and other criminals’) assets, and further asset sharing agreements to allow seizure of assets sequestered overseas.""Continuing to present drug misusing offenders with tough choices to change their behaviour or face the consequences.""Managing offenders better at crucial times, such as on discharge into the community from prison, by reviewing and strengthening the links between prisons, local Criminal Justice Integrated Teams (CJITs)and probation services.""Responding to community concerns about drugs and through the Neighbourhood Policing approach, act on intelligence supplied and provide feedback to the community."

The Government's crime strategy for 2008-11, published in July 2007, encourages local authorities and police to work more closely with businesses in tackling local problems of crime and disorder.The crime strategy gives local partners more flexibility to respond to the crime and antisocial behaviour that matters to the public in their areas, with fewer types of crime being mandated as priorities from the centre.Public Service Agreement 23 ““Make Communities Safer”” raises the profile of business crime, to encourage CDRPs to consult and engage with the business community. Publication of ““Delivering Safer Communities: A guide to effective partnership working”” in September 2007 for CDRP partners, includes good practice examples of partnerships working with the business community.Neighbourhood policing has been introduced across England and Wales to deal with low-level crime and antisocial behaviour. In some communities this will include, for example, police community support officers working in partnership with local businesses. The National Policing Improvement Agency (NPIA) is working to produce a guidance document for police forces on how to engage with local businesses.

Between 2004 and 2007 the Home Office provided more than £1 million of funding to the Action Against Business Crime group (AABC) to set up 120 business crime reduction partnerships in towns and cities across England and Wales. It also, in partnership with stakeholders, produced a booklet to enable businesses to undertake a crime prevention survey of their premises. More than 200,000 copies of this booklet have so far been printed and distributed.The Home Office has also provided funding to the Perpetuity Group to develop a tool for small and medium-sized retailers to design out crime in their stores and reduce the opportunities for shop thieves to operate. In addition to this, we have provided funding to the Nottinghamshire Business Crime Initiative to develop a model for reducing crime against small and medium-sized businesses on industrial estates and parks.The Government are working in partnership with retail organisations to tackle retail crime. As part of this work we have set up a National Retail Crime Steering Group to provide a forum to discuss and devise strategies for tackling crimes of concern to retailers.We are committed to raising the profile of crimes against all businesses, making provisions for better information about them and producing guidance to support local partnerships in their efforts to tackle the crimes which affect them.

[holding answer 18 February 2008]: The Government take the issue of crime and antisocial behaviour committed by individuals when drunk very seriously. The Government have taken a number of actions in order to combat this, including introducing the Tackling Violent Crime Programme (TVCP) which was launched in November 2004. Additionally, local areas are now required to address alcohol-related issues within their Crime and Disorder Reduction Partnerships (CDRP) strategies. The Government have produced guidance to assist local areas in producing their strategies, and the Government offices for the regions are coordinating this requirement within their specific region. The Government have also recently published 'A practical guide for dealing with alcohol related problems' which is aimed at local alcohol practitioners and gives advice about the tools and powers available to tackle alcohol related crime.The Government are working to improve the way alcohol related offenders are dealt with in custody and in the community. The National Offender Management Service is taking this work forward which includes; the publication of an alcohol pack for offenders under probation supervision, disseminating across the National Probation Service learning points from alcohol best practice projects, as well as work to develop two alcohol treatment programmes for prisons. Additionally, the Government have funded four alcohol arrest referral pilots. These schemes aim to offer custody based interventions from a trained worker in order to reduce re-offending. These pilots will be rolled out to 10 new areas, which will ensure that the under 18's will also benefit from these interventions.

The main arrests collection held by the Office for Criminal Justice Reform, covers persons arrested for recorded crime (notifiable offences) by main offence group (ie violence against the person, robbery, burglary etc.) only.Knife related offences are not specifically defined by statute and details of the individual circumstances of arrests are not asked for as part of the Arrests for Recorded Crime (Notifiable Offences) collection.

More than 125,000 copies of this booklet have so far been printed and distributed. A set of top tips postcards have also been produced giving more general advice to retailers and others on how to reduce the risk of being a victim of crime.A new strand of the forthcoming Crime Reduction Strategy will include a renewed focus on working with business to see what more can be done to tackle crime problems.Measures will be taken to raise the profile of business crime among Crime and Disorder Reduction Partnerships (CDRPs) by highlighting the need to tackle this in the Public Service Agreement Delivery Plan. The Home Office will also seek to raise the profile of crime against businesses, to ensure that CDRPs consult and engage with the business community as part of their wider community consultation to identify local priorities.Neighbourhood policing has been introduced across England and Wales to deal with low-level crime and antisocial behaviour and in some communities this will include, for example, Police Community Support Officers working in partnership with local businesses.

[holding answer 27 February 2007]: As announced at the Prime Minister’s Summit on guns and gangs on 22 February, we are tackling gun crime with a three-point plan, focusing on:"Policing—ensuring the police are equipped to tackle gun crime;""Powers—giving the police and courts the powers to deal with offenders; and""Prevention—empowering communities to take action themselves to prevent gun crime and gang culture and offering support to parents to challenge their children’s behaviour."This comprehensive approach draws together the broad range of work currently underway including tough new gun laws, intelligence-driven policing initiatives and community-led projects and will be taken forward by the Home Office Round Table on Guns, Gangs and Knives which is chaired by my right hon. Friend the Home Secretary.In April we will introduce a new offence of ‘using someone to mind a weapon’, meaning that people who pass weapons to girlfriends, younger siblings or other gang members will still face prosecution. People should not think they can get away with passing off their gun to someone else. Unlawful possession of a prohibited firearm means five years in jail, and this will now also apply to people who use others to look after their weapons for them. This measure was passed in the Violent Crime Reduction Act 2006 and will become an offence this spring.ACPO are already leading work on issues around the international market in firearms and supply, building up a national intelligence picture of the scale and nature of the problem around guns and gangs and working with individual forces to tackle problems proactively and robustly.
