All children should have access to the support they need to keep them safe, provide them with a stable and nurturing home, and overcome challenges to achieve their potential. That is why at the Spending Round 2019, the government confirmed an additional £1 billion grant for adult and children’s social care in 2020-21 in addition to the continuation of all existing social care grants.
Local authorities core spending power is expected to rise from £46.2 billion to £49.1 billion in 2020-21, an estimated 4.3% real terms increase.
We also provide targeted help and support to drive improvement in local authorities. We are investing £20 million in regional sector-led improvement to get ahead of failure. Our strong ‘Partner in Practice’ authorities have already helped over 70 local authorities, getting upstream of the risk of failure, with work underway to broker support for many more.
Additionally, we are investing £2 million in improving leadership in children's services with support being delivered through the Local Government Association. In addition to the £84 million targeted fund, Autumn Budget made £410 million available to local authorities for adults and children’s social care in 2019-20.

The ongoing Ebola outbreak in the DRC is one of DFID’s key emergency priorities. Although a challenging security context is significantly hampering response activities, an experimental vaccine has been deployed throughout the response to good effect, and has likely saved thousands of lives.
The UK Government is committed to promoting respect for International Humanitarian Law. We strongly condemn repeated attacks and threats of violence directed towards health facilities and health workers who are working towards ending this outbreak. Health workers are not a target. The response must balance protecting health workers with not using security in a way that further escalates mistrust or violence. This is something that the UK has been advocating since the beginning of the outbreak. We are pleased to see theincreasing involvement of the United Nations Department of Safety and Security, as well as a number of civil society organisations who have important experience of working in fragile and conflict affected humanitarian contexts.

DFID provides significant support to protect children from violence around the world in both development and humanitarian contexts. Funding is delivered directly through child protection programming, as well as through wider education, nutrition, health, economic development and social protection programming. Current examples of support include providing £5 million to the Global Partnership to End Violence Against Children that is driving international progress towards Sustainable Development Goal 16.2 and on which the Secretary of State is a board member, £26 million to a Regional Programme in Asia targeting the worst forms of child labour and £29.7 million to Education Cannot Wait, a global fund for education in emergencies which has protection at its centre.
There are currently no codes or markers within the Development Assistance Committee (DAC) of the Organisation for Economic Cooperation and Development (OECD) database that allow for the systematic identification and tracking of all spending on protecting children from violence. World Vision International is currently working with DFID, alongside other development partners, civil society and the DAC to explore whether a new process for identifying donor spend on violence against children can be agreed.

We continue to raise the importance of countering discrimination within the Commonwealth, including on grounds of gender identity or sexual orientation. In her speech to the Commonwealth Forums on 17 April, my Rt Hon Friend the Prime Minister set out the UK's readiness to support any member state wanting to reform outdated legislation that makes discrimination on the grounds of gender identity or sexual orientation possible. The Prime Minister was clear that while we must respect one another's cultures and traditions, we must do so in a manner consistent with our common value of equality, a value that is clearly stated in the Commonwealth Charter. We have since announced a £5.6m programme working with civil society organisations to support those countries who might wish to reform discriminatory legislation. Due to the highly sensitive and sometimes dangerous nature of this work, it would not be appropriate to name specific member states.

I am deeply concerned by the developing political situation in Sri Lanka. The FCO has called on all parties to ensure that the constitution is respected and due political and legal process upheld. I have urged the President on 29 October, in consultation with the Speaker, to reconvene parliament immediately to give the democratically elected representatives of the Sri Lankan people their voice.
The UK is committed to the full implementation of UN Human Rights Council Resolution 34/1, under which Sri Lanka committed to implement a range of measures to provide for human rights, truth-seeking and reconciliation following the end of its civil war. I encouraged Foreign Minister Marapana, officials and others to continue to make progress on these commitments when I visited Colombo in October 2018. Our High Commission in Sri Lanka regularly travel to the North and East and meet with local groups, and where we have specific human rights concerns we raise these with the Sri Lankan government.

The Government is committed to extending price protection currently in place for some vulnerable customers to more customers on the poorest value tariffs.
