To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent estimate his Department has made of the number of countries breaking UN sanctions on North Korea; and if he will make a statement.
It is clear that not all countries are fully implementing sanctions, as demonstrated by the UN Panel of Experts report of 5 March. The Government keeps close track of North Korean sanctions implementation and responds robustly when there is evidence of sanctions breaches. We are active in working with and lobbying, where necessary, international partners to ensure that all relevant UN Security Council measures in respect of North Korea are fully implemented. Until North Korea takes concrete steps towards denuclearisation, sanctions must remain and all states must enforce them in full.
We welcome the work of the UN Panel of Experts who are mandated to gather, examine and analyse information provided by States on their implementation of the measures, as well as information on incidents of non-compliance. The Panel’s latest report details continued evasion of sanctions by North Korea and insufficient implementation of sanctions by a wide range of countries. The report and previous reports can be found at https://www.un.org/securitycouncil/sanctions/1718/panel_experts/reports.

The UK is strongly opposed to the Boycotts, Divestment and Sanctions Movement against Israel. But we believe the best way to combat this movement is through argument rather than legislation.

The UN and EU sanctions measures on the Democratic People’s Republic of Korea (DPRK) have increased the cost and difficulty to the DPRK of its efforts to fund, supply and develop their nuclear weapons and ballistic missile programmes.
However, these sanctions regimes would be strengthened by more rigorous implementation by all UN Member States. As the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) said following the nuclear test conducted by the DPRK on the 6 January, we are working with other UN Security Council members to ensure the international community responds robustly, including immediate work on further significant measures in a new UN Security Council Resolution.

We welcome the agreement reached on 21 November to end hostilities. We have urged all sides to uphold their commitments, and paid tribute to President Mursi and the Egyptian Government for their intensive efforts and the leadership they have shown, as well as to Secretary of State Clinton and UN Secretary General Ban Ki-moon for the role they have played.
This ceasefire is an important step towards a lasting peace. The priority now must be to build on the ceasefire and to address the underlying causes of the conflict, including more open access to and from Gaza for trade as well as humanitarian assistance, and an end to the smuggling of weapons. Above all, the loss of life over the past week has shown the urgent need for a return to negotiations on a two state solution to resolve the Israeli-Palestinian conflict. The UK will work urgently with the United States, the European Union, our other international partners and with Israel and the Palestinian Authority, calling for a new initiative to restart the peace process before the window for a two state solution closes.
The British Government have made its position on boycotts and sanctions clear. We do not believe that imposing sanctions on Israel or supporting anti-Israeli boycotts would be productive. However, we will continue to make our views on the full range of issues absolutely clear to Israel. This included stressing the need to de-escalate following recent events in Gaza.
