My Department will shortly issue statutory guidance to licensing authorities on how they should use their extensive existing powers to protect taxi and private hire vehicle passengers. Next year revised best practice guidance will be issued recommending ways that licensing authorities can use those same powers to enable the trade the thrive and deliver the services passengers demand.
Following on from previous speakers on the taxi issue, we have been raising it now for well over 12 months, probably nearer two years. We have had Adjournment debates and questions on it. It is not good enough for the Secretary of State now to say that we are going out to consultation on some minor parts of it. We should have the full report and it should be debated in this House and amended if necessary.

I should just clarify for the hon. Gentleman that we are not going out to consultation; we are in fact acting on statutory taxi and private hire vehicle standards.
The Minister has previously indicated that the Government will bring forward legislation to improve the safety and regulation of the taxi trade when time allows. Can the Minister tell us when exactly that legislation will be brought before the House, or are we faced with another legislative crash—for want of a better term?

I am just as eager as the hon. Gentleman to legislate in this area, considering the amount of work done by the task and finish group. Our commitment is to make sure that standards are raised, security is dealt with and that national enforcement officers ensure, regardless of where people are in the country, that they are getting into a cab with a driver who has had a standardised background check and has met the threshold for safety and security. I cannot give any more detail right now, but I am pleased that so many Members are as eager as I am to legislate on this issue.

Ministers are considering the recommendations made by the Chair of the Task and Finish Group on Taxi and Private Hire Vehicle Licensing. A Government response will be issued in due course.

Ministers are considering the recommendations made by the Chair of the Task and Finish Group on Taxi and Private Hire Vehicle Licensing, including the establishment of a national licensing database. A Government response will be issued in due course.
There have been a number of incidents involving Uber and black-cab drivers in the west midlands, and in one instance police were called to Coventry station to sort the problem out. The Task and Finish Group was established as a result of the ingenious foresight of a previous Transport Minister, my right hon. Friend the Member for South Holland and The Deepings (Mr Hayes). Its report was made public only in the summer, but I am evaluating all its recommendations and will make a statement shortly.

The Department records all travel spend under the category of travel and subsistence costs. This is reported in DCLG annual accounts. We are unable to break down the travel and subsistence costs to identify the number of taxi journeys in the last 5 years. This would involve manually analysing individual supplier transactions and could only be done at disproportionate cost.

Travel and subsistence costs are published annually in the departmental accounts. We do not hold figures for the estimated costs for taxi journeys undertaken, broken down in the format requested and this can only be obtained at disproportionate cost.

That this House welcomes the Coventry Taxi Licensing Authority's provision of training for all new taxi drivers in coping with disabled passengers and in using the design features in Hackney carriages; notes that many experienced drivers who currently hold licences would welcome advice on how to deal with disabled passengers and how to use the specific features in vehicles to assist in providing a safe and secure journey for all passengers; and therefore calls on the Department for Transport to take action to remedy this situation.
