To ask the Secretary of State for Environment, Food and Rural Affairs, what estimate she has made of the number of scheduled tests for salmonella in eggs that were (a) carried out behind schedule and (b) not carried out.
To ask the Secretary of State for Environment, Food and Rural Affairs, what estimate she has made of the number of scheduled tests for salmonella in eggs that were (a) carried out behind schedule and (b) not carried out.
National Control Plan official sampling is done annually as per legislative requirements. The British Egg Industry Council (BEIC) are an approved Industry Control Body for their own assurance scheme members and their annual official sampling is carried out by their auditors NSF International. Non-BEIC producers are sampled by the Animal and Plant Health Agency (APHA).
In 2018, APHA completed all official sampling on non-BEIC laying farms in the timescales required. 2019 sampling for non-BEIC laying farms is also on track for completion within the timescales required.
As part of routine regulatory inspections APHA inspectors audit each egg producer’s salmonella sampling records in order to review operator sampling. Where late or missed sampling is identified a penalty notice will be issued. In addition, where there is no clear current test present at the time of the inspection, the inspector will immediately take the appropriate samples for testing and will serve a notice applying restrictions to the eggs pending a clear test result.
The number of penalty notices that have been raised against producers in England are:
01/06/16-31/05/17 - 30.
01/06/17-31/05/18 - 44.
01/06/18-31/05/19 - 35.
To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment his Department has made of the potential merits of introducing behaviour testing of dogs banned under the Dangerous Dogs Act 1991 in order to reduce the number of dogs needlessly destroyed.
To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment his Department has made of the potential merits of introducing behaviour testing of dogs banned under the Dangerous Dogs Act 1991 in order to reduce the number of dogs needlessly destroyed.
A dangerous dogs exemption scheme already operates under the Dangerous Dogs Act 1991 which allows the Courts to decide that individual dogs of types subject to the general prohibition may be kept, subject to certain conditions, if they are considered not to represent a risk to the general public based on the dog’s temperament and behaviour and that the owner is a fit and proper person.
To ask the Secretary of State for Foreign and Commonwealth Affairs, whether he has made representations to his North Korean counterpart on the recent nuclear weapons tests conducted in that country; and if he will make a statement.
To ask the Secretary of State for Foreign and Commonwealth Affairs, whether he has made representations to his North Korean counterpart on the recent nuclear weapons tests conducted in that country; and if he will make a statement.
I summoned the North Korean (DPRK) Ambassador on 7 January. During the meeting, I underlined the UK’s firm condemnation of the nuclear test which was a serious violation of UN Security Council Resolutions. I also made clear to the Ambassador that his country risked increased isolation and further action by the international community should it continue to threaten international security. I told the Ambassador that the North Korean regime should focus on feeding its people rather than regional instability.
To ask the Secretary of State for Education what representations he has received regarding Pearson VUE's delivery of QTS numeracy and skills tests.
To ask the Secretary of State for Education what representations he has received regarding Pearson VUE's delivery of QTS numeracy and skills tests.
There have been representations made by individuals and candidates regarding Pearson VUE’s delivery of the skills tests. These representations have been in relation to technical issues encountered by candidates at the time of sitting the test and requests for appeals where candidates feel there have been exceptional circumstances which should result in another attempt at the test in question being permitted. All representations of this nature are fully investigated by the Standards and Testing Agency.
To ask the Secretary of State for Education what Pearson VUE's process is for appealing test results and complaints procedure.
To ask the Secretary of State for Education what Pearson VUE's process is for appealing test results and complaints procedure.
Pearson VUE operates a skills test helpline through which candidates' queries and complaints are managed. There is no appeals process against test results.
If a candidate considers that there was a technical or administrative error with the delivery of the test or marking, they are able to raise this either at the test centre at the time of the test or subsequently via the skills test helpline.
All such requests are considered on a case-by-case basis by Pearson VUE. Where appropriate, Pearson VUE escalates appeals to the Standards and Testing Agency to make the final determination.
To ask the Secretary of State for Education if he will make an assessment of the performance of Pearson VUE in delivering skills tests for prospective teachers on behalf of his Department.

As the current contractor delivering the skills test for prospective teachers, Pearson VUE reports weekly to officials on day-to-day delivery against agreed service levels. Pearson VUE is also appropriately engaged in handover of the service to the new contractor.
To ask the Secretary of State for Education which office in his Department or its arm’s length bodies has responsibility for the oversight of outsourcing QTS numeracy and skills tests to Pearson VUE.
To ask the Secretary of State for Education which office in his Department or its arm’s length bodies has responsibility for the oversight of outsourcing QTS numeracy and skills tests to Pearson VUE.
The skills tests for prospective teachers were developed under a contract let by the Training and Development Agency for Schools (TDA) to Pearson VUE in 2009. The Teaching Agency took over responsibility for oversight of contract management in 2012 when the TDA was abolished. Since November 2013, responsibility has rested with the Standards and Testing Agency, an executive agency of the Department for Education.

In 2009-10 the TB cattle testing programme in England cost the Government around £30 million. Nearly all of the cattle slaughtered for TB control reasons have reacted positively to a fully validated diagnostic test. In some circumstances cattle identified as being at higher risk will be slaughtered with the owner's agreement.

The cost of cage-trapping and testing badgers for tuberculosis has not been estimated. However, the cost of cage-trapping and vaccinating badgers is estimated to be £2,250 per sq km per year. The cost of cage-trapping and shooting badgers is estimated to be £2,500 per sq km per year. These costs are set out in the impact assessment available online at:
http://archive.defra.gov.uk/foodfarm/farmanimal/diseases/atoz/tb/documents/bovine-tb-impact-assessment.pdf
Ideally, a culling strategy would be selective, i.e. culling only infected badgers, or badgers in a sett where bovine TB has been detected. However, this requires a diagnostic test that is sensitive enough to detect reliably a high proportion of infected animals. Any infected badgers that were not detected and therefore left behind, could pose an increase in disease risk through perturbation. There is no diagnostic test yet available that is both sufficiently sensitive and practical for use in the field. Therefore a policy of selective culling cannot currently be pursued.
DEFRA is continuing to fund research and development of diagnostic tests for TB in badgers, including tests for individual animals and those that could be used on a whole sett basis.

The Government recognises that regular sight tests are an important measure in preventing avoidable sight loss.
Free national health services sight tests are available to many people, including children, people aged 60 and over, people on benefits and those people at particular risk of developing eye disease. The uptake of NHS sight
tests is increasing. In 2011-12, there were 12.3 million NHS sight tests, an increase of 367,000 (3.1%) compared with the previous year.
Information about the extensive arrangements for providing help with NHS optical services and other health costs is published in leaflet HC11 “Are you entitled to help with health costs?”.
The Department has worked, and continues to work with NHS Choices on the development of articles and videos to raise the profile of visual health and promote the importance of regular sight tests.
Local health commissioners can also promote eye health, if they consider that to be needed locally.
To ask the Secretary of State for Health if he will conduct an analysis of whether eye tests should be included in standard health check-ups performed by GPs.

The Government recognise that regular sight tests are an important measure in preventing avoidable sight loss.
A substantial proportion of the population is eligible for free national health service sight tests. These are provided as part of the broad range of NHS primary care services through contracts with primary care optical providers, with clinical work undertaken by ophthalmic practitioners, the most appropriate clinical group to provide this service.
Those eligible for free sight tests include children, people aged 60 and over, people on benefits and those people at particular risk of developing eye disease. The uptake of NHS sight tests is increasing. In 2011-12, there were 12.3 million NHS sight tests, an increase of 367,000 (3.1%) compared with the previous year.
We have no plans to change these arrangements for delivering NHS sight tests.
