The Government has set out in the Queen's Speech its intentions to introduce the necessary trade legislation to develop an independent international trade policy upon exiting the European Union. Before such legislation is introduced, a supporting paper will be published.

The consumption of dog meat is legal in many countries, and the United Kingdom has no grounds to intervene or take trade measures to prevent this. We continue to make our views known to the governments of those countries where this practice continues; most recently I raised this issue with the South Korean Ambassador ahead of the Westminster Hall Debate on 12 September. Our Ambassador in Seoul has also raised the dog meat trade with the South Korean authorities, most recently on 1 September, highlighting our concerns about the treatment and welfare of animals. As I stated in the Westminster Hall Debate, it is promising that in countries where dog meat is consumed, there are signs that attitudes are changing amongst the young and emerging middle classes. We encourage that change.

DEFRA recently hosted a stakeholder event on the European Timber Regulation and the Forest Law Enforcement, Governance and Trade Regulations, at which Lord de Mauley met interested
parties, including several NGOs. Next month he will be speaking at a launch event for WWF’s major upcoming timber campaign, which will be another chance to engage directly with a range of interested parties.
As responsible Minister, Lord de Mauley would be happy to consider any invitations to meetings on this subject.

DFID is helping to deliver good social and environmental standards in economic processing zones (EPZs). For example, in Bangladesh DFID is working with the World Bank and International Finance Corporation (IFC) to support a network of 60 labour counsellors who have helped to increase compliance with labour laws in the country's eight EPZs, from 30-40% to 92% of companies. In 2012, 99% of grievances were resolved. These labour counsellors have also helped to set up Worker Welfare Associations in EPZ factories. More than half of companies operating in the EPZs now have Worker Welfare Associations. The minimum wage inside the EPZs is 33% higher than outside, and the labour counsellors are reporting a 95% compliance with the payment of this minimum wage.
Through the IFC, DFID has also supported the drafting of a new Economic Zones Act which was passed in 2010. The Act enshrines in law all of the gains for labour in the current EPZs, and seeks to expand worker rights.
Firms who locate their business in special economic zones are expected to comply with local labour laws.

The final Anti-Counterfeiting Trade Agreement (ACTA) text has been reviewed by Government lawyers from the Department for Business, Innovation and Skills and the European Commission Legal Services who confirm that ACTA will not create new intellectual property rights, laws or criminal offences in the UK or EU. As such, the agreement does not affect current internet freedoms.
