The number of reported road pedestrian, pedal cyclist and motorcyclist fatalities in England for the years 2013 to 2017 is shown in the below table.

The Department is not responsible for the information provided by satellite navigation systems. These systems are commercial products which assist drivers with navigation and information about the routes. Guidance provided by these satellite navigation systems should only ever be considered as advisory. However, Highways England publishes its traffic flow information and the Department is also aware that manufacturers produce satellite navigation devices for lorries in order to provide them with routing information appropriate to their vehicle.

Network Rail’s estate is large and varied, and includes railway tunnels, cuttings and bridges, all of which offer habitats for animals to thrive in. Network Rail manages these habitats sensitively in order to encourage biodiversity while ensuring the safety of the railway. They do not hold data on any tunnels under railway lines that may have been specifically built for hedgehogs.
Highways England use a range of mitigation measures to reduce any danger to animals in the delivery of their schemes. These include tunnels, culverts, underpasses, adapted farm crossings and species-specific structures. They do these for a range of animals, not specifically for hedgehogs. Appropriate fencing and planting may also be included to encourage use of the crossings and/or to integrate them within the surrounding environment.

Highways England have undertaken a study of the performance of the Strategic Road Network, including the A419 from Junction 13 of the M5, as part of the Highways England Strategic Road Network Initial Report published in December 2017. This is part of the evidence gathering for the development of the second Road Investment Strategy (RIS2). The Department will announce its decisions on future strategic road investment in RIS2 in 2019.

The Driver and Vehicle Licensing Agency provides vehicle keeper information to UK police forces for use in road traffic enforcement. This information can already be used by Road Safety Partnerships involving the police to follow up speeding offences.

The Department has no plans at present to bring forward proposals to amend legislation ON reporting animal deaths on the road. However, the police do advise drivers that, if possible, they should make enquiries to ascertain the owner of domestic animals such as cats, and inform them of the situation. In addition, Rule 286 of The Highway Code also advises drivers to report any accident involving an animal to the police.

There are no current plans to increase the availability of Automatic Number Plate Recognition (ANPR) camera technology to Road Safety Partnerships to tackle speeding.
The development of ANPR systems is governed by the National ANPR Standards for policing (NASP). Part 2 of the NASP states each camera installation has to be in response to a pressing policing need and supported by a privacy impact assessment to ensure camera locations are justified.
Only specifically configured and type-approved cameras may be used for speed enforcement in court. Cameras currently within the National ANPR Infrastructure (NAI) are not type-approved for speed enforcement and the purposes of the NAI do not currently include speed enforcement.

Utility companies, contractors and other works promoters already have to pay for mobile traffic lights and any other traffic management equipment that may be required for a particular work site. Not all works need mobile traffic lights.
My Department published a consultation on lane rental on 2nd September. Lane rental allows local authorities to charge for works on the busiest roads at the busiest times. Charges are set to reflect the cost of congestion and disruption to road users rather than the type of traffic control used, and can be up to £2,500 per day.
