Defra takes the welfare of donkeys and other equids very seriously and has taken an active role in global efforts to monitor and strengthen welfare standards for these species. This included contributing to the World Organisation for Animal Health (OIE) Terrestrial Code chapter on Welfare or Working Equids adopted by OIE members in 2016, which provides species specific guidance to complement the general welfare principles applying to all animals. In addition we have contributed to the EU voluntary initiative developing guidance on responsible ownership and care of equidae. Influencing the raising of global standards through international fora can be an effective and sustainable way to address these issues across the world and therefore have a broader impact than bilateral meetings with particular countries. This is part of the Government’s strong commitment to strengthening welfare standards.

Under the Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018 which came into force on 1 October, dog breeders must be licensed if they are in the business of breeding and selling dogs, or if they breed three or more litters a year and sell any of the puppies. Guidance for local authorities reflects that the Government announced in 2016 a new allowance of £1,000 for trading income from April 2017. Anyone falling under that threshold will not need to be considered as a business, and the guidance is clear that the regulations are aimed at businesses and not hobby breeders.

HM Revenue & Customs (HMRC) is responsible for the collection and publication of data on UK imports and exports of goods to and from the UK. HMRC releases this information monthly, as a National Statistic called the Overseas Trade in Goods Statistics.
Data on imports of fur into the UK in each of the last five years are available in the ‘Build Your Own Tables’ area of HMRC’s statistical website uktradeinfo.com

HMRC is unable to provide information regarding the re-export of fur. It does not collect data that would identify fur being re-exported for trade between the UK and other EU Member States. Following the application of statistical disclosure control HMRC is unable to provide the data for re-exports of fur to non-EU countries, as the information would identify a person or allow their identity to be deduced.
