That this House shares the concern of the Trade Justice Movement about the plight of the poorest people in the world and congratulates it on bringing them to the attention of the public; notes with concern that a billion people live on less than a dollar a day, that life expectancy in many African countries is declining and that 30 million people in Africa have HIV/AIDS; believes that rising levels of international trade and trade liberalisation offer the best hope of alleviating poverty in the developing world; calls for good quality legal and economic advice for developing countries on trade issues; believes that the Government has failed to do enough to promote trade liberalisation, reform agricultural subsidies and phase out European trade barriers; and further calls on the Government to do more to reform the international trade rules to give poor countries a fair deal on international trade.

That this House registers its concern at the ongoing humanitarian crisis in the Darfur region of Sudan as the result of conflict in the area; notes that more than 50,000 people have been killed in the conflict, thousands of women raped and at least 1.4 million people forcibly displaced, their villages burned and possessions looted; further notes that UN officials have described the situation as the world's worst humanitarian crisis; recognises that the continuing violence is hampering the work of aid agencies; and calls on the Government and the international community to do everything within their power to relieve the suffering of civilians in Darfur, ensure that aid agencies can operate effectively and help bring the conflict to an end.

That this House recognises that HIV/AIDS is a huge obstacle to poverty eradication in the developing world; notes that 58 million people worldwide are currently living with AIDS; further notes that last year, nearly five million people became infected with HIV, 2.9 million died from AIDS in sub-Saharan Africa alone and around 12 million children have lost one or both parents to AIDS; fully supports the millennium development goal to begin to reverse the spread of HIV/AIDS; notes that that goal must be central to any poverty reduction strategy and must be made an integral priority during 2005, the UK's presidency of the EU and the G8; and further calls on the Government to act on the recommendations of the National Audit Office in its Report of Session 2003-04, Responding to HIV/AIDS, HC664, to improve its response to this crisis.
