Since arriving in this new portfolio I have not had any meetings with Nissan, but as a Department we are actively picking up the clean tech piece and the future energy technologies piece, and we are working with a range of companies, as well as with the Department for Business and Trade and the Department for Energy Security and Net Zero.

I think it has worked fantastically well so far. Over the last two years, we have seen 131 teachers from England visiting Shanghai and 127 teachers from Shanghai visiting English schools, and through that exchange our teachers have observed Shanghai teaching methods. In the 48 schools participating in the study, the teachers have implemented changes, which have led to increased enthusiasm for mathematics—hopefully as strong as my hon. Friend’s was at school—deeper engagement, increased confidence and, critically, higher attainment.

I know that the Minister will disagree, as I do, with those who say that it is engineers who create the wealth and that the scientists just spend it. We need the science to get the engineering going. In that respect, does the Minister believe we will see more science and innovation campuses, or will the current science funding settlement prevent that from happening?

The hon. Gentleman will know that there is a planned increase of 17 per cent. in our science budget over the next three years. Fantastic world-class science is being carried out across the country, and that is against a backdrop of increases in every subject in the number of students studying science at A-level. That is something to applaud and celebrate, as we can look forward to an increase in science and, as a consequence, in engineering in coming years.

Physics has been designated as a strategically important subject and we have asked the Higher Education Funding Council to work with others to increase and sustain both the demand for and supply of physics graduates. We are pleased that the number of physics and astronomy students has increased.

I thank the Minister for that helpful answer. As she will know, engineering no longer means walking around with a heavy monkey wrench. Although when I used to go to the Soviet Union in the 1980s I would see women engineers with heavy monkey wrenches, nowadays it is much more a question of thought, intelligence and design. Does the Minister not agree that women have a particular skill in engineering and ergonomics—designing what is right for the man-machine, and woman-machine, interface—which makes this an ideal career path?

The hon. Gentleman is, of course, right—although, as he knows, many women do possess the physical strength to carry around various tools. We know from the latest data that 72 per cent. of women with such qualifications are not working in the science, engineering and technology professions, and I hope that everyone involved will do more to return women to those professions, because we need their skills.

The Engineering and Technology Board and the UK Resource Centre for Women in Science, Engineering and Technology are developing a memorandum of understanding to promote the role of women in science, engineering and technology. I should be delighted to meet the Engineering and Technology Board.

Of course. I pay tribute to the hon. Gentleman’s role in the engineering board. It is important that we continue not only to get more women into the sector, but to get back into it some of the 70 per cent. of women who have qualifications in the area. The funding that has gone into the UK resource centre has been enormously important and we will of course continue to press for more.

The promotion of science, engineering and technology comes under the Office of Science and Innovation. The Minister for Science and Innovation meets regularly with the chair of the ETB. I am pleased to report that the board and the UK resource centre for women in science, engineering and technology are developing a memorandum of understanding to promote the role of women in science, engineering and technology. I met Annette Williams, the director of the UK resource centre, this week to discuss progress.

Notwithstanding the recent announcement of the closure of GKN in Lichfield, the Minister is right to stress that businesses and manufacturing should concentrate on high-value production, but what can he do about the tax credit system for research and development? Although it is a good system in principle, it is very difficult for smaller high-tech industries to claim R and D tax credits. They vary so much from region to region and inspectors make different value judgments on whether a project is an R and D project. The problem is that there is no consistency in the United Kingdom or ease in applying for such a tax credit.

Sometimes it is down to a lack of information and of knowledge on the part of companies. We want to promote such information. For instance, the Manufacturing Advisory Service has generated £212 million-worth of added value for companies. We want to spread that knowledge and understanding. Secondly, since its inception, the research and development tax credit has provided £795 million in Government support, the majority of which has been for manufacturers. The hon. Gentleman makes the important point that there is a need for greater knowledge and to ensure that it is applied at the sharp end.

Michael Fabricant: To ask the Secretary of State for Trade and Industry what the Government's policy is on nanotechnology; and if

Ms Hewitt: The global market for nanotechnology is forecast to exceed $1,000 billion within the next decade and it is vital that the
UK is a strong player in this market. My noble Friend the Minister for Science announced our investment of £90 million in our
Micro and Nanotechnology Manufacturing Initiative in July 2003 to help industry harness the commercial opportunities offered by
nanotechnology. £50 million will be spent on collaborative R&D projects and £40 million on a new network of micro and
nanotechnology facilities. This will help business build on the UK's excellent track record in small-scale science and win a share
of this developing market. This activity will build on the substantial and wide ranging investment we are already making through the
Research Councils. We expect to invest a further £100 million in our science base for nanotechnology based research over the
next few years.
In addition in December 2003 I launched the "Innovation Report: Competing in the global economy: the innovation challenge, December
2003". This report describes a range of new DTI products to support technological innovation which are already being applied to
support UK interests in nanotechnology.
It is the policy of this Government to be open about our approach to new technologies, to acknowledge uncertainties and to ensure
that the public are engaged in the decision making process. To address any potential concerns the Government commissioned the Royal
Society and the Royal Academy of Engineering, to carry out an independent study to make sure we are able to benefit from the
advances that nanotechnology promises with the right regulatory safeguards and protections in place. The study will also be used to
inform policy on what safeguards might be required over and above existing legislation and guidance.

Mr. Battle: The remit of the Science and Technology Unit will include responsibility for supporting the international science,
engineering and technology (SET) activities of the UK research community and industry. It will work closely with other Government
Departments and external organisations, including the engineering institutes and university engineering departments. Its designation
as Science and Technology Unit covers all aspects of SET, by analogy with the designation of the Office of Science and Technology.
