My Lords, I thank the Minister for that reply. Perhaps I may ask about one small group of that vast total—the interpreters who have helped the British in Iraq. Did he hear, or have reported to him, the BBC programme on Monday on one of the interpreters, forced out to Syria, who had worked for a British newspaper for four years and who, because of that, received death threats and his brother-in-law was kidnapped and murdered? I raised this case behind my Question in April of last year. Is it not shaming that the British refused him entry to this country and that it was left to the Americans to resettle him? Is it not, sadly, typical of the restrictive way we have treated the interpreters who have worked for us and helped us so much?

My Lords, I must apologise for not being familiar with that individual case. I am familiar with the overall scene, however, and I believe that the United Kingdom’s record in this matter is very good. The Foreign Secretary announced a scheme in October 2007 particularly to address these individuals. More than 20,000 people have worked for the United Kingdom in Iraq, but only 700 have worked in a close and sustained way and hence are qualified for consideration. One thousand one hundred have applied for handling under the scheme; 500 were eligible, 72 are now in the UK, 103 will come in the next few months, 144 are in the final stages, and more will follow. Fifty per cent of the eligible people chose to take a financial option and stay in Iraq, and that must be good for Iraq.

My Lords, the United Nations estimates that there are now 4.8 million displaced Iraqis. This includes 2.8 million internally displaced people within Iraq and a further 2 million refugees in surrounding countries, the majority of whom are in Syria and Jordan.

The local guidance being issued warns that places are limited and that the process may take until the summer of 2009. Is that the right priority to give to Iraqis who may be in danger of reprisal for no other reason than that they have helped this country?

My Lords, on behalf of my department and all the others, I express our gratitude to locally employed staff, whose vital contribution has assisted us and the Government of Iraq. As noble Lords are aware, two schemes were announced in October last year by my right honourable friend the Prime Minister and explained to this House by my noble friend Lady Ashton. The gateway refugee settlement scheme has already started. We have received 910 applications, of which 404 were rejected for showing no visible connection to British work. Ninety have been passed on to the Home Office, and 24 have been passed altogether. We estimate that the target cap of 600 is manageable, particularly because new forecasts show that there was a spike in December suggesting that the number will be adequate and manageable.

My Lords, we remain very concerned about the humanitarian situation of an estimated 2 million refugees in neighbouring countries and 2.2 million internally displaced people. We continue to work on improving security, which is the main cause of displacement and which also restricts access to assistance that could be provided by NGOs. In addition, we have targeted £15 million in 2007 and £132 million since 2003 directly to assist displaced Iraqis.

My Lords, I welcome the Government’s recognition that we owe a special duty to the Iraqi staff, although the scheme that they have devised discriminates against those who left British employment prior to August 2007. Many former staff and their families have been forced to flee Iraq and live in other countries. The Government now say that they will be given the opportunity of resettlement in the United Kingdom under the refugee resettlement programme, but the numbers will be limited to 600 places for staff and their dependants. How is such a limit compatible with the Government’s duty to consider each application on its merits?

My Lords, the first point to make is how difficult it is to establish where people have worked and served with us in Iraq. That is part of the reason why we went for the method of separating the two types of claims. There will be direct claims for those people currently working, which will be for some 600 currently serving staff, about 280 of whom will have done more than 12 months, and then between 400 and 500 former staff meeting the criteria. Getting hold of those staff, finding where they are and getting hold of the people whom they worked with in Iraq is extremely difficult, which is why we have gone down the route of the gateway system for those people.

My Lords, on 8 October 2007 the Prime Minister announced assistance for directly employed Iraqi staff working for Her Majesty's Government in Iraq, in recognition of their invaluable contribution to the work of our Armed Forces and civilian missions. Work to implement the scheme is in progress and the relevant departments are putting in place the required mechanisms. Details of how eligible Iraqis wishing to receive assistance can contact employing departments have been published. The total cost of the scheme will reflect the take-up of the different elements. It is impossible to estimate accurately, but it will be at least £20 million.

In her answer on 11 June, Baroness Amos referred to the £744 million the UK has pledged for development and reconstruction in Iraq since 2003. This includes contributions from DfID, FCO, MoD, the Global Conflict Prevention Pool (GCPP) and the UK's share of EC funding. Some £125 million of the £744 million has been explicitly in contributions for humanitarian assistance for vulnerable Iraqis, including those who have been displaced internally or sought refuge in other countries in the region.
The UK has not received any direct requests from the Governments of Jordan and Syria for help to deal with the influx of Iraqi refugees to these countries. DfID has, however, supported internationally mandated humanitarian organisations providing humanitarian assistance to vulnerable Iraqis, including refugees.
The UK has made the following disbursements since 2003, specifically for internally and externally displaced Iraqis:

My Lords, we are concerned about the increasing number of people displaced by the Iraq conflict.The Department for International Developmenthas provided £10 million to assist internally and externally displaced Iraqis and other vulnerable groups in 2007. That includes a contribution of £1.5 million to the appeal by the UN High Commissioner for Refugees to address the influx of displaced Iraqis into neighbouring countries.

My Lords, the noble Lord’s figures are entirely accurate. He will know that part of the issue with respect to NGOs and others operating in Iraq is security. We have contributed generously to UN and other appeals, and we will continue to keep that under review.

My Lords, clearly we are in the midst of one of the worst refugee crises in the Middle East since 1948. Perhaps I may ask the noble Baroness one specific question. What steps are being taken to protect those brave Iraqis who have been working with the British as, for example, translators and administrators at very serious risk of reprisal both to themselves and to their families? Will she give an assurance that the Government will do everything they can to help such people, including giving them the opportunity of resettlement?

My Lords, I am well aware of these concerns and the noble Lord may know that a letter was recently sent to the Prime Minister about them. The noble Lord will be aware that we consider applications by asylum seekers on a case-by-case basis and that we have a resettlement scheme which considers some 500 people per year. Those applying under the scheme come in the main from the African continent, but we are looking at whether some of the individuals mentioned by the noble Lord could be accommodated within it.

My Lords, we are very concerned about the increasing number of displaced Iraqis. We are doing two things. First, we are supporting the Iraqi Government to improve security. Secondly, we are supporting the delivery of urgent assistance to those in need. Since January 2007, we have contributed £10 million to assist displaced and vulnerable people in Iraq and across the region. This brings our total humanitarian contribution to more than £125 million since 2003.
